食品安全无小事,中小学生是祖国的希望,校园食品安全关系着学生的身体健康与成长,更是牵动万千家长的心。学校作为教育的圣地,不仅担负着教书育人的使命,同时也肩负着学生健康成长的职责;校园食品安全,校方始终是"第一责任人"。学校食堂就餐人员较为密集,就餐时间较为集中,具有食品供餐体量大、用餐群体敏感、责任主体多元、社会关注程度高等特点;是校园餐食品安全工作的重点,也是难点。如何采取有效监管来保障学校食堂校园餐食品安全是当前亟待研究的课题。

As a holy place of education, the school not only undertakes the mission of teaching and educating people, but also shoulders the responsibility of the healthy growth of students; The school is always the "first responsible person" for campus food safety. The school canteen has a relatively dense number of diners and concentrated dining time, which has the characteristics of large food supply, sensitive dining groups, multiple responsible subjects, and high social attention. It is the focus and difficulty of food safety on campus meals. How to adopt effective supervision to ensure the food safety of school canteens and campus meals is a topic that needs to be studied urgently.
本文以 D 县中小学校园食堂为研究对象,通过资料调查、文献研究、实地调研等研究方法,全面调查了解 D 县中小学校园食堂校园餐安全监管现状,通过初步的探究分析,发现校园食品安全监管工作中存在的短板、不足,从政府监管部门方面、学校方面、食堂自身及社会方面等多个角度分析监管存在的问题和原因。目前,发现 D 县中小学校园食品安全智慧化监管过程中,学校管理制度缺位和政府相关监管部门监督机制弱化;食材采购环节严抓力度不足;从业人员能力素质参差不齐等多方面因素是导致校园餐出现安全问题的重要原因。在此基础上,提出强化学校管理和政府相关监管部门主导责任、加大进货采购食品安全自查力度、加强从业人员培训等对策,只有打造全方位多维度筑牢学校食品安全风险防控体系,才能从源头上防范食品安全事故的发生。希望通过本文的研究,能够给校园食堂校园餐的食品安全智能化监管带来一些新的思路想法,也能够为相关的部门解决当前中小学食堂食品安全监管工作面临的问题提供针对性的建议,对 D 县中小学食堂的健康发展起到参考借鉴作用,为广大师生舌尖上的安全保驾护航。
This paper takes the campus canteens of primary and secondary schools in D County as the research object, comprehensively investigates and understands the current situation of campus meal safety supervision in primary and secondary school canteens in D County through data investigation, literature research, field research and other research methods, and finds the shortcomings and deficiencies in the campus food safety supervision work through preliminary exploration and analysis, and analyzes the problems and causes of supervision from multiple perspectives such as government regulatory departments, schools, canteens themselves and society. At present, it is found that in the process of intelligent supervision of food safety on primary and secondary school campuses in County D, the school management system is absent and the supervision mechanism of relevant government regulatory departments is weakened. the strict grasp of food procurement is insufficient; Many factors such as uneven ability and quality of employees are important reasons for the safety problems of campus meals. On this basis, it is proposed to strengthen the leading responsibility of school management and relevant government regulatory departments, increase the intensity of food safety self-inspection of purchase and procurement, and strengthen the training of practitioners. It is hoped that through the research of this paper, it can bring some new ideas and ideas to the intelligent supervision of food safety in campus canteens, and also provide targeted suggestions for relevant departments to solve the problems faced by the current food safety supervision of primary and secondary school canteens, play a reference role in the healthy development of primary and secondary school canteens in D County, and escort the safety of teachers and students.
