When I was studying the conceptual tools and empirical evidence required for investigating social policies and policy-making, the critical assessment of the role of research evidence in policy-making and implementation left a deep impression on me. This inspired me to pay attention to contemporary policy issues and the increasingly complex policy environment, as public policies would play a role in the macro environment of global politics and economy and lead human society towards a bright future. As my exploration of the competitive dynamics in policy-making and policy implementation deepened, I increasingly recognized the importance of understanding, critically evaluating and formulating public policies and implementing public administration in local, national and international contexts. In particular, in my past research, I have paid particular attention to the core social and economic policy areas of the modern welfare state. This prompted me to deepen my understanding of the political, social and economic background of policy-making and government activities in modern society. With its continuous evolution beyond the realm of national governance, the traditional policy-making model was facing multiple challenges. Meanwhile, social issues such as pollution, crime and immigration were increasingly transcending national boundaries, posing further challenges to policymakers. Therefore, I want to learn to use appropriate methods and research techniques to identify, handle and solve issues related to public service management.

While working as an intern at the International Trade Department of CITIC Pacific Special Steel Group, I deeply mastered the logic of public governance behind modern international trade. In the process of maritime shipment schedule coordination to ensure timely deliveries, I simultaneously weighed commercial contracts, insurance regulations and international conventions, which inspired me to consider the importance of coordinating multiple rules. When analyzing the sales data of the European and American markets, I found significant differences between the EU's CBAM carbon tariff and the environmental standards for the same type of steel stipulated in the US Infrastructure Act. This prompted me to explore the impact of international standard coordination on fair trade. Furthermore, in the preparations for the LCA conference, I witnessed the intense debate among representatives from Europe and the United States on the carbon border mechanism, and thus concluded that geopolitical factors profoundly influenced the formulation of technical standards. In my role as foreign employee dossiers manager, I compared the differences between German engineers and American technical experts in terms of labor permit, tax policy and other aspects, which sparked my interest in the design of differentiated talent mobility policies. During this highly rewarding internship, I collaborated with world-leading researchers and gained valuable professional experience in policy-making, political study, journalism and academia. In particular, I was exposed to the state-of-the-art practices of public policy analysis and evaluation, deepening my interdisciplinary understanding of policy-making concepts and theories. More importantly, these experiences have made me realize that in the context of global value chain reconfiguration, public administrators must have the ability to compare and analyze policies across countries and the skills to coordinate multiple stakeholders. This realization ignited my passion for further study and pursue a master degree.

As an officer at the Center for International Education of the University of Wisconsin-Eau Claire, I have also accumulated rich experience in the fields of cross-cultural service and administrative coordination. Facing numerous challenges in international student education, I firmly commit myself to addressing prominent issues in cross-cultural management and administrative coordination. Having witnessed the language barriers, cultural conflicts and psychological pressure faced by students from different cultural backgrounds, as well as the negative impact of these factors on their learning outcomes and experiences, I have found in practice that effective cross-cultural management can enhance student satisfaction and the international competitiveness of universities. As universities have weaknesses in cross-cultural support and management strategies, especially in resource allocation and information communication, I believe that strengthening administrative coordination, enhancing cultural sensitivity and providing psychological support are three key ways to make meaningful, impactful and lasting changes. In addition, I have also benefited a lot from data governance and public communication. With its rich value, data could well reshape the process of public cultural service in multiple ways, as well as influence public participation and responsibility fulfillment in the supply of public cultural services. My focus was on how to transform the cultural governance model and thereby had a significant impact in the cultural construction and governance domain. In order to understand and maximally meet the cultural demands of the public, I collected and analyzed multidimensional data, undertook in-depth analysis, and strove to bring profound changes to university-led public cultural governance on campus.

I choose Master of Public Administration (MPA) in The University of Hong Kong for the following three reasons. First, it has adopted English teaching right from its establishment, whose academic research is seamlessly connected and interacts positively with that of both Europe and America. Thanks to this, it has long stood as a towering beacon light for China's higher education community to emulate, enjoying a high reputation in Asia and even the world. Second, its curriculum is designed to expand my knowledge of key domains in contemporary governance, public policy and public administration, and will enable me to develop core research and analytical skills by completing the original thesis. It will cultivate my ability to combine academic and professional knowledge, enhance my intellectual capacity and hone my professional competency to achieve public leadership more effectively. Under the guidance of your internationally renowned professors, I will master the cutting-edge theories and methodologies of policy work and apply them to policy-making in the real world. Third, your program is practice-oriented, emphasizing the integration of theory and practice. Through case analysis and other methods, it will help me apply the knowledge I have learned to the workplace environment. This practice-oriented teaching model will enhance my practical ability and problem-solving skills, which better prepare me to deal with the emerging challenges in the rapidly changing global environment. After graduation, my career plan is to become a senior administration specialist and engage in public governance and administration work, so that I develop professionally in both public and non-profit sectors and make my worthy contributions to social well-being and progress.
