This technical document aims supporting a Request for Information purposed for procuring contract mining services to be rendered at the Moatize Coal mining concession located near the provincial capital city of Tete, in Northern Mozambique. 本技术文件旨在支持信息请求,该请求旨在采购位于莫桑比克北部省会太特附近的 Moatize 煤炭开采特许权提供的合同采矿服务。

The services will be performed at VULCAN’s mining concession 876C which entails a total area of 25,800Ha25,800 \mathrm{Ha}. The concession extends for 25 kilometers from the northern banks of the Robuvue River up to the Murunguazi River to the south near the village of Calambo. Within this area, a series of 3xx10km3 \times 10 \mathrm{~km} depocenters host significant coal deposits. This scope of work is aimed at providing drilling, excavation, loading and transporting services of in-situ materials being coal, waste material and topsoil in variable proportions that is present in mining area of our concession, in section 3 (Figure 2). The scope of explosives and associated services will be with VULCAN. The CONTRACTOR is required to submit a detailed quotation for the necessary equipment, including the respective quantities and sizes, to adequately provide the proposed services. The technical proposal must specify the quantity and size of equipment, as well as the number of personnel to be mobilized. With the proposed equipment and quantities, the CONTRACTOR is obligated to deliver services that meet the technical and quality standards outlined in this specification. Additionally, the CONTRACTOR’s operators are required to maintain the dump trucks appropriately to prevent overflow during transportation. Upon request from VULCAN, the CONTRACTOR must provide comprehensive management reports. These reports should facilitate the monitoring of key metrics and performance indicators, serving as tools for analyzing improvements and optimizing the entire operation. Moatize Coal Mine is considering Rehandling of coal as the main practice for feeding the crushers from the ROMPADs. The CONTRACTOR is responsible for dumping coal in the ROMPADs. Moatize 煤矿正在考虑将煤炭再处理作为从 ROMPAD 给碎机进料的主要做法。承包商负责将煤炭倾倒在 ROMPAD 中。
Considering the substantial volume of OB material obtained through free-dig operations, it is imperative to include a provision for the transportation cost of non-blasted materials in the quotation. 考虑到通过自由挖掘作业获得的大量 OB 材料,必须在报价中包括非喷砂材料的运输成本准备金。
The distance between the loading equipment and their respective dumping points will be weighted based on the volume carried for the same material (waste or Coal). The hauling of waste materials is commonly disposed of at specified dumping areas located in ex-pit or in-pit structures that Vulcan will designate. 废料的运输通常在 Vulcan 指定的露天或露天垃圾桶结构中的指定倾倒区进行处理。
A smaller proportion of the waste (le. 1 to 3%) may also be directed to certain locations to construct internal ramps, switch backs and/or any other type of infrastructure of permanent or temporal nature that requires discrete waste volumes disposed of within the pits. Throughout this technical specification (RFI) different volumetric units are used. As a whole and for the duration of the contract, the Total Mine Movement (TMM) estimated for the contract is about 86\mathbf{8 6} million bcm; of which 24.5\mathbf{2 4 . 5} million bcm corresponds to coal while the remaining balance corresponds to Waste. Measurement of movement should be based on topographic reconciliation (using insitu topography - as-built cut topo). For the calculation of haulage distances, it is crucial to consider the volumes generated by each equipment in the mining operation. It is imperative to comply with the specific plans established for coal extraction and sterile disposal independently. The Moatize operation is an integrated mining operation with 2 coal wash plants (CHPP1 and CHPP2) coming from 3 different primary crushers situated in different locations of the mine. VULCAN runs Moatize as a 24//724 / 7 mining operation with four teams Two (2) 12-Hour Shift regimes. On scenario of ROM PAD dumping, the CONTRACTOR shall always keep records of all coal and waste volumes keeping sufficiently auditable control systems for reporting volumes on an hourly basis. This information is also critical for reconciliation and invoicing (commonly based on topographic surveys of the mined areas). Certain mine infrastructures including haul roads, light vehicle access roads, depots and any other pieces of infrastructure will be put under the CONTRACTOR responsibility to keep it operational and well maintained. To comply with VULCAN and government dust control regulations, the CONTRACTOR must regularly wet access roads, loading and dumping areas. The mine is geologically sub-divided into several mining sections (Sections 1 to 6) and hosts, in stratigraphic order, the Permian age Eric Seam, Andre Seam, Grande Falésia Seam, Intermedia Seam, Bananeiras Seam, Chipanga Seam and Souza Pinto Seam, all within the Karoo sediments. The Chipanga Seam is the target for coking grade export coal production and is the primary product, although a secondary export thermal coal product is also produced. Some coal has been affected by geological intrusions. Studies have shown that this heat affected coal, or Low Volatiles (LV) coal, can still be sold as an export thermal product. Most of the Coal Resource is contained within the Bananeiras, Chipanga and Souza Pinto Seams but, in Section 3 only the Chipanga and Sousa pinto seams occur. Of these, the primary target is the Chipanga Seam for its coking characteristics. The Chipanga Seam is amenable to selective mining and has been divided into the Upper (UC), Middle (MC) and Lower Chipanga (LC) sub seams. The Middle Chipanga Seam is a select horizon identified within a zone of poor-quality coal separating the Upper and Lower Chipanga seams. It contains two waste bands, the MC27 and the MC35 which reduce the overall quality and yield. The Lower Chipanga seam contains the prime quality coal with two distinct plies (LC45 and LC46) representing the best coking quality plies in the entire sequence. Typically, the Moatize coals are banded in nature with high ash stone partings present between recoverable coal seams and plies. Summarizing, Chipanga coal seam in section 3 is the mining target and is highly intercalated with siltstone in the upper plies. The parting between upper and lower Chipanga is thickening from East to West and from North to South. Has total resources of 47.4 Mt of coal ( 58%58 \% indicated & 42% inferred). Infill drilling is required to upgrade resources category and increase estimation confidence level. Technical proposals are expected to provide all technical specifications in relation to the type/model/specifications of all equipment that is part of the proposal. All equipment, tools, fittings, lube truck, parts, and inputs inherent to the performance of the services must be provided by the CONTRACTOR in full conditions of use for the work. Whenever requested, the CONTRACTOR will be asked to produce all its fleet equipment maintenance plans. Most of the corrective and preventive maintenance should take place on site, within VULCAN’s mining concession at an area or location to be ceded by VULCAN to the contractor. The completion of such permanent facilities will be monitored closely and failure to complete those in a reasonably timely manner may lead to penalization measures on the contract invoice. Upon completion of the payment triggering events, the CONTRACTOR must issue an invoice between the 1^("st ")1^{\text {st }} and the 10^("th ")10^{\text {th }} day of the month following the measurement of the services and deliver by the 15^("th ")15^{\text {th }} day the proper collection documents through Vulcan Procurement Global Services (www.Vulcanglobalservices.com). If there is no contestation by the CONTRACTOR within a maximum period of three (03) days, it will be considered that the CONTRACTOR has agreed that all services performed were included in the measurement bulletin and that their prices are contractual. There would be no payment for mobilization and demobilization, excluding project suspensions or stops that are caused by reasons beyond the control of the contractor. VULCAN may however pay the CONTRACTOR an Advance secured against an Advance Bank Guarantee of equal value issued by a prime financial institution, which has previously been approved by VULCAN. Employees of the CONTRACTOR or its subcontractors assigned to the implementation of the OBJECT at the Moatize Coal Mine site are permitted to work only after completing the required medical examinations as outlined in the Medical Control Program of Occupational Health (PCMSO). The CONTRACTOR shall be sole responsible for any damage suffered by its employees, agents or third parties and in respect to its Subcontractors, regardless of intent or negligence, arising out of claims occurring on supplies, works, facilities, materials and VULCAN equipment under the CONTRACTOR care and responsibility. The CONTRACTOR must obtain and maintain, on their solely account and from reputable insurance companies, all insurances required either by the Mozambique law (including specifically insurance’s) or VULCAN.
