1. PURPOSE 1. 目的

This technical document aims supporting a Request for Information purposed for procuring contract mining services to be rendered at the Moatize Coal mining concession located near the provincial capital city of Tete, in Northern Mozambique.

depocenters host significant coal deposits. Vulcan’s predecessor (VALE Moçambique S.A.) conducted coal exploitation mining in several pits since 2011 namely S2A, Section 1, Section 6 and Section 4.

The term provided for the execution of the services is one thousand, eight hundred and twenty-five (1825) days, including mobilization and excluding demobilization periods.

This scope of work is aimed at providing drilling, excavation, loading and transporting services of in-situ materials being coal, waste material and topsoil in variable proportions that is present in mining area of our concession, in section 3 (Figure 2). The scope of explosives and associated services will be with VULCAN. Kindly note that the scope related to drilling holes for blasting would remain with the CONTRACTOR.

The CONTRACTOR is required to submit a detailed quotation for the necessary equipment, including the respective quantities and sizes, to adequately provide the proposed services. The technical proposal must specify the quantity and size of equipment, as well as the number of personnel to be mobilized. This proposal will be subject to approval by Vulcan.

With the proposed equipment and quantities, the CONTRACTOR is obligated to deliver services that meet the technical and quality standards outlined in this specification. Additionally, the CONTRACTOR’s operators are required to maintain the dump trucks appropriately to prevent overflow during transportation. This includes cleaning the dump bodies as necessary to remove excess material and ensure decontamination.

Upon request from VULCAN, the CONTRACTOR must provide comprehensive management reports. These reports should facilitate the monitoring of key metrics and performance indicators, serving as tools for analyzing improvements and optimizing the entire operation. Key aspects to be covered in these reports include:

Fleet sizing must comprehensively account for environmental factors, including but not limited to precipitation and dust, to ensure optimal operational efficiency and environmental compliance.

Moatize Coal Mine is considering Rehandling of coal as the main practice for feeding the crushers from the ROMPADs. The CONTRACTOR is responsible for dumping coal in the ROMPADs.

Considering the substantial volume of OB material obtained through free-dig operations, it is imperative to include a provision for the transportation cost of non-blasted materials in the quotation.

The distance between the loading equipment and their respective dumping points will be weighted based on the volume carried for the same material (waste or Coal). The hauling of waste materials is commonly disposed of at specified dumping areas located in ex-pit or in-pit structures that Vulcan will designate.

A smaller proportion of the waste (le. 1 to 3%) may also be directed to certain locations to construct internal ramps, switch backs and/or any other type of infrastructure of permanent or temporal nature that requires discrete waste volumes disposed of within the pits. The Contractor will also be responsible for removing those structures of temporal duration once their purpose is no longer needed as part of the development strategy of the mine. for activities such as Rehandling or extracting loose material from the mine, the costs associated with drilling and blasting should be omitted from the pricing structure.

The total mine movement requested from the contractor can change yearly in accordance with the mine schedule and the overall strategy for the development of the mine.

Throughout this technical specification (RFI) different volumetric units are used. For insitu coal, waste and topsoil the unit is bcm’s (bank cubic meters) and for stowed materials to be retaken from various locations (but most often ROMPADs) are referred to in lcm’s (loose cubic meters).

Measurement of movement should be based on topographic reconciliation (using insitu topography - as-built cut topo). It is also imperative to calculate adherence index that indicates how well mining operations adhere to the original plan in terms of location, geometry, and extraction sequence and mining compliance that measures how much mining activities are following the established schedule to measure operational efficiency.

For the calculation of haulage distances, it is crucial to consider the volumes generated by each equipment in the mining operation. This approach ensures accurate logistical planning, considering variations in the production of each equipment and optimizing efficiency in material transportation.

The lead distance is subject to change depending on the redefinition of loading and unloading points strategy, as well as other operational factors such as changes in the site’s topography, equipment loading capacity, route optimization, interference, and additional aspects that may arise during operations and can be mapped to ensure ongoing efficiency.

Table 5 presents the median density values for each type of material on each section that can be used as indicative for potential bidders to determine fleet capacity in consideration of lift and dimensioning of their respective fleets.

It is imperative to comply with the specific plans established for coal extraction and sterile disposal independently. Service Level Agreements (SLA) will be applied individually for each component; however, if the objectives set for both aspects are not achieved independently, the SLA will be assessed and applied based on the total volumes planned.

The Moatize operation is an integrated mining operation with 2 coal wash plants (CHPP1 and CHPP2) coming from 3 different primary crushers situated in different locations of the mine. VULCAN runs Moatize as a

mining operation with four teams Two (2) 12-Hour Shift regimes.

One of the main purposes of the CONTRACTOR engagement in Moatize (and critical aim of this scope) relates to the assurance that the expected coal feed rates into crushers will be attained, dumped into ROM pads located in the proximities of the crusher.

In all operational procedures with regards to mining operations the contractor is required to maintain good driving conditions and wet all haul roads, maintain adequate project design adherence in waste dumps and maintain adequate operational conditions in all coal and waste faces to ensure safety, durability of equipment and maximized fuel consumption.

The CONTRACTOR shall deposit the coal at the ROMPAD, with VULCAN assuming responsibility for transporting it to the crushers.

On scenario of ROM PAD dumping, the CONTRACTOR shall always keep records of all coal and waste volumes keeping sufficiently auditable control systems for reporting volumes on an hourly basis. Detailed procedures for how the contractor will run these controls will be requested as part of the technical proposal.

To comply with VULCAN and government dust control regulations, the CONTRACTOR must regularly wet access roads, loading and dumping areas. The mine is geologically sub-divided into several mining sections (Sections 1 to 6) and hosts, in stratigraphic order, the Permian age Eric Seam, Andre Seam, Grande Falésia Seam, Intermedia Seam, Bananeiras Seam, Chipanga Seam and Souza Pinto Seam, all within the Karoo sediments. The Chipanga Seam is the target for coking grade export coal production and is the primary product, although a secondary export thermal coal product is also produced. Some coal has been affected by geological intrusions. Studies have shown that this heat affected coal, or Low Volatiles (LV) coal, can still be sold as an export thermal product. The deposit is moderately complex in terms of its regional and local tectonic structure and sedimentological characteristics.

Most of the Coal Resource is contained within the Bananeiras, Chipanga and Souza Pinto Seams but, in Section 3 only the Chipanga and Sousa pinto seams occur. The Chipanga Seam is amenable to selective mining and has been divided into the Upper (UC), Middle (MC) and Lower Chipanga (LC) sub seams. The Middle Chipanga Seam is a select horizon identified within a zone of poor-quality coal separating the Upper and Lower Chipanga seams. It contains two waste bands, the MC27 and the MC35 which reduce the overall quality and yield. The Lower Chipanga seam contains the prime quality coal with two distinct plies (LC45 and LC46) representing the best coking quality plies in the entire sequence.

All equipment, tools, fittings, lube truck, parts, and inputs inherent to the performance of the services must be provided by the CONTRACTOR in full conditions of use for the work. Whenever requested, the CONTRACTOR will be asked to produce all its fleet equipment maintenance plans. Long term preventive maintenance schedules of larger excavation equipment must be planned by the CONTRACTOR and presented to VULCAN at least 1 month in advance not to endanger production schedules.

The completion of such permanent facilities will be monitored closely and failure to complete those in a reasonably timely manner may lead to penalization measures on the contract invoice.

8.1 Excavators and Backhoes: VULCAN would prefer to have Excavators used for coal mining to be of the Backhoe type. The CONTRACTOR is also required to have a front and loader available for removing the overburden and different auxilian equipment’s.

The maximum Diesel limit per BCM (litre / BCM) for each Lead distance will also have to be part of the proposal and will be considered for calculation of the L1 (lowest bid). Any Diesel supplied above the contractual limit would be charged at actuals.

It refers to costs related to transportation, assembly, commissioning of equipment, hiring, training, construction of basic operational buildings and facilities to commence works and personnel medical exams.

The Advance would be recovered in mutually agreed schedule between the Parties.

Employees of the CONTRACTOR or its subcontractors assigned to the implementation of the OBJECT at the Moatize Coal Mine site are permitted to work only after completing the required medical examinations as outlined in the Medical Control Program of Occupational Health (PCMSO). Additionally, they must be in compliance with the Management Plan for Occupational Risks (RMP).

The CONTRACTOR must obtain and maintain, on their solely account and from reputable insurance companies, all insurances required either by the Mozambique law (including specifically insurance’s) or VULCAN. Specifics on the insurance schedule will be shared accordingly in the next stages of the bidding process.

The safe use of mining equipment in mining areas where drilling, blasting, hauling and excavation activities require strict safety protocols which are supported by a safety management system known as VPS and aimed at always avoiding material and personal incidents/accidents during mining operations.
