For the purpose of satisfactory completion of Engineering, Procurement and Construction Contract of MEL Phase-II (2x150MW) Thermal Power Plant at Maamba, Zambia, between Maamba Energy Limited, MEL (Hereinafter refers to Owner) and RUNH POWER PTE.LTD. (Hereinafter refers to RUNH), it is a fundamental requirement that all works and services shall be delivered according to the highest standards of project execution throughout its engineering, procurement, construction and commissioning as well as the best control for its schedule, quality, safety and cost under a reasonable project risk and in compliance with the laws and regulations of local government and requirements in the contract. 为了圆满完成 Maamba Energy Limited、MEL(以下简称业主)和 RUNH POWER PTE 之间位于赞比亚 Maamba 的 MEL 二期 (2x150MW) 火力发电厂的工程、采购和施工合同。LTD 的 (以下简称 RUNH) 的基本要求是,在合理的项目风险下,所有工作和服务均应按照最高的项目执行标准交付,并在合理的项目风险下对其进度、质量、安全和成本进行最佳控制,并遵守当地政府的法律法规和合同中的要求。

The plant site is 352km away to the northwest from Lusaka, 88km away from Batoka on the T1 main road connecting Lusaka and Livingston, about 20km to the west from Kariba Reservoir, about 0.4km to the northeast from D356 highway, and there is a small airport about 2.0km in the south. The Works for MEL Phase-II(2x150MW) Thermal Power Plant shall be contracted as a single package EC contract. The contract shall include all necessary works for the design, engineering, construction, installation, commissioning and testing of the complete power plant. Under the leadership of project director, the project chief engineer is in charge of project engineering, procurement, progress management, equipment storage management at site and management of whole documents’ office. Design manager to take in charge of the design management, shall, be in responsible of the quality, progress and comprehensive techniques of all design documents of the project, organize and fulfill the basic conditions and various agreements of design as well as the collection and confirmation for the inputted design documents to ensure accurate input, carry on the engineering design optimization and the review of the design principles and programs, strictly control design standards to reduce project cost, actively and carefully promote the application of new technologies, new techniques, new equipment and new materials, deal with the design problems and issues occurred during project procurement, construction, commissioning and guarantee phases of completion, organize the confirmation work for design documents of completed projects and filing work for design documents. Project Site Procurement Manager, shall, take in charge the procurement work related to procurement quality, progress, cost and comprehensive techniques, select and submit the list of qualified suppliers to system-operation department for review, carry on the bidding work in refer to the list of qualified subcontractors, establish and supervise the commercial work of equipment bidding documents, organize the equipment expediting, clearing for custom, transportation and handover, assist the manufacture supervisors to take the work of test & accept before ex-factory, promptly organize equipment suppliers to take defects elimination, and deal with the claims in view of the quality problems and schedule delays. 项目现场采购经理,负责采购质量、进度、成本和综合技术的采购工作,选择合格供应商名单并提交系统运行部门审核,参照合格分包商名单进行招标工作,建立和监督设备招标文件的商务工作; 组织设备加急、海关清关、运输和交接,协助制造主管在出厂前进行测试和验收工作,及时组织设备供应商进行缺陷消除,并针对质量问题和进度延误处理索赔。

Project HSE manager takes the responsibilities of daily Health, Safety and Environment work as well as the establishment and perfection on Health, Safety and Environment management system. In addition, Project HSE manager shall be responsible for setting up the various management regulation and rules of project office and supervise the implementation. Project Quality Manager is responsible for handling routine quality control job and compiling the plan for project quality inspection and acceptance and supervising enforcement situation, as well as supervises sub-contractor to constitute and perfect quality control system and ensure that the quality requirement meets contract provisions. What’s more, he shall take the responsibilities of handling common quality incident and assist to investigate and dispose major quality incident, as well as handle and explain quality consultation and complaint from Owner or others. Otherwise, he shall organize to file quality control document and quality records as well as the processing results of quality incident. Project Commissioning Manager shall participate in the bidding work for the commissioning units and assist the work of qualification-inspection in view of the commissioning units, take in charge of the compilation of commissioning outline and the program of partial trial-operation, take the overall control for the commissioning work, supervise the commissioning quality and ensure the performance indexes meet the Owner’s requirements, be in responsible for the cooperation work between commissioning and construction, be in responsible for the maintenance and return-visit during guarantee period as well as the after-service after the generator-units handed over. 项目调试经理参与委托单位的招标工作,并协助委托单位进行资质审查工作,负责调试大纲和部分试运行方案的编制,统筹调试工作,监督调试质量,确保性能指标满足业主要求。 负责调试与施工的配合工作,负责保修期内的维护和回访以及机组交接后的售后服务。

Communications between the Owner and RUNH shall be in writing. Approvals, certificates, consents and determinations shall not be unreasonably withheld or delayed.

Besides, RUNH will communicate with the RUNH’s subcontractors, in propercommunication ways(refers to 3.4.1)to transfer related-project information timely and effectively.

3.2.4 Language语言

3.2.8 Explanations of Communication Types通讯类型说明
All correspondence formats refer to appendix (typical forms) of this manual.
All communication documents from RUNH submitted to the Owner shall be in hard copy of prints with dark lines on a white background and electronic copy of “.PDF” or “.JPG” or “.TIF” format. RUNH shall also submit editable formats of drawings & documents to MEL in accordance with the requirements of the Contract.
RUNH has built up a dedicated email-box, MEL-Project@runh.com , for receiving project information from the Owner and RUNH’s subcontractors or sending project information to the later. Project information includes any document attached to an electronic letter. This Email-box is designated as an official communication channel and is managed only by a unique document controller.
(2) Minutes of Meeting 会议纪要
The host of the meeting shall prepare Minutes for a record of the meeting in principle.
The Minutes shall specify date and place of the meeting, attendees and reference number. It shall also record confirmation and action items as per discussions at the meeting, the action parties concerned and the due date for each action.
The Minutes of Meeting shall be prepared immediately after each meeting.
The prepared Minutes of Meeting shall be confirmed by each party whoever attends the meeting.
Transmittal will be used for transmitting technical document to another party, such as drawing, specification, plan, schedule, O&M manual, data, etc. Refer to appendix 7 and 8 of this manual.
Letters will be used for communication of contractual, commercial and other important issues. Original letters shall be submitted to the addressees. Refer to Appendix 6 (typical forms) of this manual.

During the course of this contract, both parties can communicate and coordinate problems and issues relating to design, planning, manufacturing and site progress through meeting.

3.2.10 Monthly Progress Reports月进度报告
Monthly progress reports shall be prepared by the RUNH and submitted to the Owner. The first report shall cover the period up to the end of the first calendar month following the Commencement Date. Reports shall be submitted monthly thereafter, each within seven days after the last day of the immediately preceding month.
- Charts and detailed descriptions of Contractor’s and all Subcontractors’ activities, including each stage of design, Contractor’s Documents, procurement, manufacture, the status of material and equipment deliveries, construction, erection, testing, commissioning and trial operation, all as compared with the Project Milestone Schedule and the Project Schedule;
- Detailed description of the Work which has been completed, including dated photographs showing the status of manufacture and of progress on the Site. Each photographic print shall not be less than A4 size and shall bear a printed description, a serial number and the date when taken. Inscriptions shall be in English;
- For the manufacture of each main item of Plant and Materials, the name of the manufacturer, manufacture location, percentage progress, and the actual or expected dates of: commencement of manufacture, Contractor’s inspections, tests, and shipment and arrival at the Site;
- The details records of RUNH’s Personnel and Equipment;

4.4 Equipment Management设备管理
4.4.1 Safety equipment 安全设施
RUNH will establish and implement a procedure to purchase, use, inspect and maintain all various safety equipment used in this project. The procedure content should include but not limited to the followings:

4.4.1.1 Personal Protective Equipment(PPE)个人防护用品
RUNH and his sub-contractors will provide adequate personal protective equipment to maintain the health and safety of his own personnel respectively. All PPE will conform to Zambia requirements or a recognized international standard.
Work suit, safety helmet and safety shoes will be necessary PPE on this project.
RUNH and his sub-contractors will provide other equipment to his own workers respectively according to actual working condition, such as fall arresting protection and face protection.
RUNH will at all times take all reasonable precautions to maintain the health and safety of its Personnel. In collaboration with local health authorities, RUNH will ensure that medical staff, first aid facilities, sick bay and ambulance service are available at all times at the Site and at any accommodation for its and the Owner’s Personnel, and that suitable arrangements are made for all necessary welfare and hygiene requirements and for the prevention of epidemics.
RUNH will provide and maintain adequate portable firefighting equipment, take charge of deployment,management and maintenance fire-fighting facilities and equipment.

From the commencement of Work, RUNH will provide an equipped fire tender device and will establish and maintain a competent site fire squad. The extent of equipment and the size and competence level of the squad will be increased through the program as the Work develops.

4.5 Site Safety Layout现场安全布局
RUNH will plan and provide a site layout with adequate work area, walkways, traffic control, parking area, receiving areas, and lighting level.

RUNH will place adequate hazards signs in appropriate places within the sight of people to whom they apply, the signs will be written English and Chinese. The signs will be permanently displayed.

RUNH will take precautions to keep all temporary and permanent roadways clear of any spillage from any traffic to the satisfaction of the Owner.

For the safety of traffic on site, RUNH will erect an adequate number of warning signs and prohibition signs at the appropriate places working in the area. Such as one-way streets speed limits, maximum height or width restrictions, weight restrictions, and fire-access roads and so on.
Information signs will be used to provide the necessary information to personnel working on site.

4.5.3 Signs for Emergencies紧急标志
Areas are prone to accident will be equipped with adequate emergency signs of appropriate size. The emergency sign will be stored and permanently displayed at the proper place to provide correct information which will result in fast action and also safeguards of personnel working on site. For example:
Escape routes (including marking of floor area), emergency exits, fire alarms, fire extinguishers, instructions for special fire-extinguishing agents, warnings against fire-extinguishing agents, first-aid equipment, telephones, etc.
The signs shall be colored with appropriate black and yellow strips to attract the attention of the people working in the area by keeping them aware of such existing or potential danger.

4.5.5 Prohibition Signs禁令牌

If any serious safety incident occurs at the Site, RUNH will immediately establish a committee to investigate the incident. By serious incident is meant an injury resulting in lost time, a fatality, damage to property or a serious near miss.
This committee shall include RUNH’s safety officer, a representative of the Owner and at least one person familiar with the practices involved in the incident. The committee shall investigate the incident promptly and shall submit to the Owner within five (5) working days of the incident a written incident report setting forth the results of the investigation and recommendations for preventative action.
RUNH will ensure that emergency plans and procedures are developed and in place for quick and proper response to incidents and emergency situations arising from foreseeable hazards. In addition, RUNH will ensure that all relevant staff is aware of the emergency plans and procedures, and that regular drills are conducted to test their effectiveness and assess the readiness of staff involved in reacting to emergencies.

4.10 House-Keeping工地整理
RUNH will at all time keep the Site clean and free from all hazards, accumulations of waste materials and rubbish and debris caused by his employees or the Works during the execution of the Works.
源和应时刻保持现场干净整齐,做到无阻碍、废弃物、垃圾及工人施工剩余边角料的堆积。
Rubbish and Litter will not be allowed to be accumulated randomly and removed daily to a designated area designated by the Owner.
现场不允许随意堆积垃圾或者废弃物,应该每天进行清理倒到业主指定的区域。
When the Works are completed and before final payment is made, RUNH will remove from the Site all temporary structures, all surplus materials and rubbish not suitable for on or near site disposal, will fill and dress all holes and cavities made for his convenience, and will leave the whole area in good order and condition, all as required by the Owner.
At all times, RUNH will employ a security work force to guard the Site and control the exit and entry of all employees and equipment onto the site. These requirements shall also apply to areas beyond the Site if such areas beyond the Site are used by the RUNH to store Goods, any parts (including spare parts) or components of any Contractor's Equipment or any other materials of whatsoever nature required for the Work or to perform any construction or other Work required under this Contract.
Security personnel employed by RUNH will be uniformed and registered with the Owner. All such personnel will be approved by the Owner prior to employment.
RUNH will provide Site perimeter security and co-ordinate with local and district police.
4.11.1 Staff Management员工管理
Each person employed on the construction Site will be issued with an identification badge and registered by RUNH after receiving necessary HSEtraining.
RUNH will furnish badges for his own personnel, each Subcontractor's personnel, the Owner, and Owner's Personnel.
The worker registration and badge system will be acceptable to the Owner and registers are to be made available for the review by the Owner on demand.

All construction personnel and vehicular traffic shall enter and leave the construction Site through the designated construction entrance gate.

4.11.2 Vehicle Management车辆管理
In addition to personnel identification, all licensed construction vehicles will be registered with RUNH’s security organization.If necessary, MEL's authorization is required for the processing of the relevant passes.
The licensed vehicles of construction personnel authorized to bring their vehicles, including motor cycles, on the Site will be similarly registered and marked.
施工工人不允许带自己的车辆包括摩托车,出入现场需要类似的登记标记。
RUNH will not permit the use of private vehicles, motor cycles and bicycles on Site, and will provide parking areas adjacent to the Site construction entrances, with suitable security services.

4.11.3 Material Management材料管理
RUNH will be responsible for all materials and equipment in its custody or placed in construction by him and will take all necessary precautions to ensure the protection of all materials, equipment and construction work from theft, vandalism, fire and all other damage and loss.
In case of loss of or damage to the equipment or materials already delivered to the Site, RUNH will within twenty four (24) hours, report the incident to the nearest police station or applicable law enforcement agency for investigation with proper notification to the Owner.
Material or equipment shall not be permitted to leave the Site without the prior authorization of RUNH. A protocol shall be formulated by RUNH site team & MEL site for carrying out joint Material Inspection.

RUNH will develop, publish, and enforce detailed work standards and safety rules for the Site. Detailed rules will be released prior to work commencements.

4.14 Environment Management 环境管理
RUNH fully understands various environment concerns of the public and commit to the delivery of safe and good quality works and services under a health and clean environment.

RUNH will establish an integrated Project Quality Plan for this project. For the project quality management, this plan is conform to the requirements of ISO 9001:2008, and the special requirements of the Owner . This Project Quality Plan will address all activities within the scope of work, which includes as applicable engineering, design, detailing, procurement, fabrication, material/equipment delivery to the jobsite, material storage and management and construction and commissioning.

RUNH will establish, implement and maintain a project quality management system and document it, and continually improve its effectiveness in accordance with the requirements of this contract.
This manual is a brief outline to the Quality Management, Surveillance and Oversight of the Engineering/Procurement/Erection and Commissioning activities on MEL Phase-II(2x150MW) Power Plant. Relevant portions of the requirements apply to the activities, products and services provided by the RUNH and their subcontractors and suppliers.
The personnel participated in the project must strictly comply with the requirements of the quality policy, maintain the enterprise life force with the best quality and highest working efficiency and realize the commitments for customers which taking customers as the focus.
5.1.2 Quality Objectives质量目标

5.3.1 RUNH has established a documented procedure to define the controls needed

RUNH will submit some technical documents to the Owner for approval or information, such as drawings, plans, erection manuals, codes and standards, operating and maintenance instructions and in general, documents necessary for implementing the Work in accordance with the conditions of the Contract.
5.3.2 Approval of Document 文件批准
all the documents and files(including contract and others)which were sent to the Owner and subcontractor in the name of Runh project(herein called RUNH) must be signed by director of Runh project or it'sauthorized person.
All communication documents shall be valid as project documents when they are issued with the signature of Mr. Dongsheng Liu,and addressed to the representatives of the other party.
The Mr. Dongsheng Liu may empower an appropriate person to sign as necessary.

Document Controller is responsible for the receiving, classification, identification, protection, retention, distribution, delivery, registration of the all project documents.

5.3.4 Compilation, review and approval of Documents文件编制、评审和批准
a)RUNH is responsible for the compilation of quality documents within its sphere of accountability. Documents after compilation should be approved by project manager or Project Representative.

b)If the Owner’s Requirements describe RUNH’s Documents which are to be submitted to the Owner for review, RUNH shall be submitted accordingly, together with a notice. RUNH’s Documents exclude any documents which are not specified as being required to be submitted for review.
c)The Owner shall, within the review period, give notice to RUNH that a RUNH’s Document fails (to the extent stated) to comply with this Contract. If a RUNH’s Document so fails to comply, it shall be rectified, resubmitted and reviewed in accordance with this Contract.
d)Execution of such part of the Works shall be in accordance with these RUNH’s Documents, as submitted for review.

5.3.5 Sending, Reception and Registration of Documents发放、接收和登记
The document controller is responsible for clarifying the range of documents sending and ensuring that the valid editions of relative documents are sent to the sites and the personnel in time.

Document sending record should be kept when a document is released.

RUNH will prepare list of sending and receiving document of the project. All documents sent and received by RUNH shall be registered in this list for status tracking.
6 Document modification文件修改
The modified document should be examined and approved by the original departments of examination and approval.
The document should be circulated, signed and confirmed among the relative functional departments to ensure coordination and correction. If necessary, modification type should be marked on modified document.
5.3.7 Document Use and Preservation文件使用与保存
Documents should be kept clear without random modification or defacing when used. The preservation and archiving should facilitate search and classified storage with well-kept record for inquiry and use.

Project management procedure documents are used for guides to all activities of this project management. Every number of project management procedure documents shall be solely designated by project document controller.

5.3.13 Others 其他
Email shall play the role of the quick and convenient communication means for facsimile (scan copy in PDF) and letters, transmittal. The document transmission shall be via File Transfer Protocol (FTP) established by RUNH upon the communication protocol agreed by both parties.
RUNH should submit six copies construction acceptance application documents to the Owner, and the Owner should return back at least 4 copies after approval to facilitate the contractor RUNH organize completion documents.
“As-built”drawings reflecting each unit phase as actually constructed shall be submitted insix(6) hard copies and one (1) soft copy in both editable and PDF versionbefore provisional acceptance.
RUNHshallpreserve updating document records in his office. Those documents include Change Orders, disputed Change Orders, minutes of Site meetings between RUNH and other Persons in relation to the Work and Site logs to the Owner, all marked to record all changes made during performance of the Work.
Five (5) sets of the materials included in the training modules shall be handed over to the Owner upon completion of the training.

5.3.15 Quality Record Control质量记录控制
All the records required by the quality management system will be controlled and shall remain legible, readily identifiable and retrievable.

The record can be in any form or type of medium, such as written paper, Electronic medium, disk, CD and picture etc.

All the records will be factually and fully filled in time and be written clear. The record must be signed by its writer. It is forbidden that anybody revise the record at discretion. If necessary, reviser must sign and write date.
All the records must be clearly marked according to stipulated rule, and be regularly collected, sorted, filed and retained by column type.

5.4 Monitoring and Measurement of Processes过程的监视和测量
RUNH shall apply suitable methods for monitoring and, where applicable, measurement of the quality management system processes. These methods shall demonstrate the ability of the processes to achieve results required by this contract. 源和应采用适宜的方法对质量管理体系过程进行监视,并在适用时进行测量。这些方法应证实过程实现所策划的结果的能力。
These monitoring and measurement of processes includes shop inspection and tests, site supervision, inspection and tests and inspection of concealed works, etc.。

Whether planned results are not achieved, correction and corrective action will be taken, as appropriate.

5.5 Monitoring and Measurement of Product产品的监视和测量
RUNH will monitor and measure the characteristics of the product to verify that product requirements have been met. This will be carried out at appropriate stages of the project implementation process in accordance with the planned arrangements ( for example, Witness point and Hold point specified in ITPs of construction). Acceptance record will be maintained.
The release of product and delivery of service to the Owner shall not proceed until the specified requirements have been satisfactorily completed, unless otherwise approved by a relevant authority and, where applicable, by the Owner.
RUNH will ensure that product which does not conform to product requirements is identified and controlled to prevent its unintended use or delivery.

All found non-conformities must be identified and isolate, and described it in the form “NON-CONFORMANCE REPORT” in detail. The NON-CONFORMANCE REPORT will be sent to the responsible party, who would be required to take applicable action to correct the nonconformity ASAP.
Once had received NON-CONFORMANCE REPORT from the Owner or the Owner’s consultant, RUNH would immediately take proper action to correct the nonconforming item, and then re-inspect it, if eligible, notice the Owner or the Owner’s consultant to recheck it until accepted.
By permission of the Owner, use or release or acceptance under concession of nonconforming item could be made.

6.1 Schedule Management Team and Responsibility项目进度管理小组及其职责

6.2 Schedule Levels各级进度
The project schedule will be divided into five levels as follows to meet different management requirement:

Level I schedule --- Project Milestone Schedule of EPC contract
Level II schedule –Critical Path Network Plan,submit to the Owner within 30 days after NTP
Level III schedule ---Control plan for the progress of design, procurement, civil work, construction and commissioning, and it is also the evidence to confirm subcontract work duration.
Level IV schedule---It is to detail Level III schedule, including future three months schedule and special work schedule.
Level V schedule--- It is to detail Level ⅣI schedule, including future three weeks progress schedule.
6.3 Schedule Management Procedure进度管理程序
6.3.1 Compile of Project Schedule项目进度计划编制
Unless other specified in EPC contract, any modification and adjustment to level 1 schedule directly from EPC contract is prohibited.

Level II schedule is developed by contactor and submitted to the Owner for approval within 30 days after the Commencement Date;

Every month thereafter during the term of this Contract, RUNH shall furnish the Owner with the Critical Path Network and Time Bar Diagram and bringing them up to date or issuing a Certificate to the effect that the Critical Path Network and Time Bar Diagram are still in effect.
Level III schedule shall be prepared within 30 days after project commencement day signing subcontract contract extended from level II schedule is developed by subcontractor and submitted to contractor for review and approval;

Level IV schedule is developed by subcontractor and submitted to RUNH for approval within 21 days after the Commencement Date;

6.3.2 Monitoring of Project Schedule项目进度计划的监管
The schedule plan of project shall be real time monitored, so as to give schedule alarm timely, analyze and judge the coincidence of key node and critical path compared with original schedule.
项目进度计划应实施实时监控,及时提出进度预警,分析和判断主要节点和关键路径与原计划的偏差趋势。
6.3.3 Measuring of Project Schedule项目进度计划的评估
The percentage which will be the basis for judgment of the progress of the Work, shall be computed in percent of progress in each different item of work and integrated on the Critical Path Network and Time Bar Diagram. The actual quantity of Work done divided by the quantity of the total Work, respectively, and multiplied by 100 shall be RUNH’s percentage of accomplishment. The percentage of accomplishment subtracted from anticipated percentage on the Critical Path Network and Time Bar Diagram is the percentage RUNH is behind or ahead in its work.
Contractor will notify Owner if it fails to achieve any Key Milestone or reasonably expects to not achieve any Key Milestone, in each case by the date set forth in Project Milestone Schedule.

6.3.4 Reporting of Project Progress项目进度报告
Monthly progress reports shall be prepared by RUNH and submitted to the Owner. The first report shall cover the period up to the end of the first calendar month following the Commencement Date.源和应该每月编制《进度报告》,并提交给业主。第一份《进度报告》应涵盖自“开工日期”开始后至第一个日历月末尾的时期。

Charts (in the form of S curves) and detailed descriptions of progress, including each stage of design, procurement, manufacture, delivery to site, construction, erection, testing, commissioning and trial operation;
Dated photographs showing the status of manufacture and of progress on the site;

For the manufacture of each main item of plant and materials, the name of the manufacturer, manufacture location, progress, and the actual or expected dates of:

In addition to monthly progress reports, RUNH shall, on request of the Owner, submit irregular reports with full information and within period as specified in the Owner’s request from time to time.
As required by the Owner, the level II schedule shall be updated periodically to reflect shortterm look-ahead schedules and show how the work or any portion thereof is brought into line with the Critical Path Network. Typically these schedules should show a one (1) week and four (4) week period and be reviewed weekly.
6.3.6 Minor Adjustment of Project Schedule项目进度计划的微调整
If the Work or any portion in level II schedule is not being adequately or properly executed in any respect, RUNH will submit to Owner for approval a new Critical Path Network and Time Bar Diagram providing for the proper and timely completion of the Work covered by this Contract.
The level II schedule plan can be adjusted according to actual project progress. However, this sort of adjustment shall not impact level I schedule and milestone plan.

Design/procurement/construction/commissioning manager shall make timely and reasonable adjustment on the schedule of the project within their limits of authority and submit it to progress manager for review and to responsible project deputy manager for approval. 设计/采购/施工/调试经理应在自己的职权范围内对本专业的计划进行调整,并报进度经理审核,总工程师批准。
Project Schedule Manager shall notice related department and personnel to implement the new schedule in time.

7.2 Engineering design scope工程设计范围
The design scope of the project is defined by contract “Appendix - 1 Scope of the Contract and Terminal Points.”

The scope shall comprise planning, design, engineering, material selection, and other related items of engineering to complete plant.

Roads: All roads (including ring roads and approach roads) required for the phase-II of the new project are connected to the original roads in the plant to form a complete ring road system. It is necessary to propose a renovation plan for the reconstruction of the original road. Propose a restoration plan for the necessary damage of construction. Necessary drainage ditches, slope protection, retaining walls, etc. on both sides of the road are also within the scope of the design.
Coal: The scope of construction for Contract starts from Bunker Bay Transfer Tower(M19).

Plant make-up water, service water, potable water, firefighting water, coaly wastewater and oily wastewater will be connected to reserved interface of phase-I.

7.3 Engineering Design Subcontractors and Relevant Responsibilities

The engineering design for MEL project will be performed by SPIC. The scope of design work includes soil geotechnical investigation program, basic design, Basic calculations for each system, detailed design (including equipment technical specifications), as built drawings, etc.
RUNH will be responsible for management and coordination of engineering design quality and progress.

7.4 Main Design Principle 主设计原则
Maamba Energy Limited (MEL) intends to establish a pit head CFB Thermal Power Plant with an ultimate capacity of 600MW, to be established in two phases. Each phase consists of 300MW CFPP. The plant site is located within Maamba Coal mines, in Maamba, Zambia.
The project will use ROM coal mined from Maamba Collieries mixed with Coal Washery Middlings /Fines. It will be transported from Mines to site through trucks and conveyors.

Clarified water will be arranged by Owner. A Closed cycle circulating water system with cooling towers will be provided for condenser and auxiliary cooling. Necessary arrangements will be provided for meeting consumptive water requirement of plant's demineralized water, service water and potable water system. Necessary wastewater treatment and reuse system will be provided to meet zero wastewater discharge.
The design of the fire protection system will implement NFPA specifications and local fire protection codes.

Electrical System: The generator - generator breaker - transformer connection unit is adopted. Generator outlet adopts single-bus configuration, medium voltage auxiliary power system adopts sectionalized configuration . Unless otherwise specified in the project, the coding of quality activity records consists of six parts: project code (project search number), document package code, specific code, document category code, specific code, and running version code.
For the project, the project code is the project retrieval number, the specific preparation method in accordance with the ‘Survey Design Product Identification and Traceability Procedures’.

In the preliminary design stage (including preliminary design tender design, preliminary design pre-design, RFQ design, conceptual design, preliminary design), detail design stage and as-built drawing design stage, the first version of each stage is by default version 0 and may not be labelled, and the design upgrades are carried out according to the sequence of A, B, C.... In the preliminary design stage, construction drawing design stage and as-built drawing design stage, the drawings shall be marked and edition labelled as required.
In the process of dynamic management of volume catalogue, newly added drawings are always regarded as the first version of drawings (version 0).

7.6 On-site Design Modification 现场设计变更
For the power plant project has many complicated system and items, some miner errors are unavoidable during the implement of this project, therefore, in order to guarantee the site construction progress, On-site Design Modification Request Sheet for minor errors will be adopted during the performance stage.
Information from contract and written comments of Owner, and equipment suppliers, Topographic Geological survey report and so on will be put into engineering design process management system. All the design input will be verified and then can be used by the EPC engineering designer and EPC contractor.
7.7.2 Review and approval process management审核和批准管理
The review and approval of design documents includes internal review and external review.
设计文件的审核分为内部审核和外部审核。
RUNH is responsible for internal approval of design documents. After receiving the documents from SPIC, RUNH shall provide review comments within 3 working days and SPIC should make modifications or clarifications until the comments are closed.
After being reviewed by RUNH, the design documents will be submitted to the owner/OE for review and approval. The period shall not exceed ten (10) Business Days for the review of Approval Category Documents referred to in Appendix-9A or five (5) Business Days for the review of Approval Category Documents referred to in Appendix-9B.
SPIC is responsible for completing modifications or clarifications according to the comments of the owner/OE within 5 working days. The revised documents submitted for approval should include the upgraded documents, review comments replies or relevant clarification documents.
The receipt and approval of design documents by RUNH and Owner does not relieve SPIC of its responsibilities. After the approval of the documents, SPIC is still obliged to revise the drawings and other design documents in accordance with the requirements of RUNH and the Owner.

Project Purchasing Management项目采购管理
8.1 Execution of Contract 合同执行
The EPC contractor will execute the contracts strictly according to the quality and progress requirements. The key issues, such as progress, quality and performance are all controlled by EPC contractor timely. The logistics personnel will arrange the transportation practically. The EPC contractor will instruct and supervise the suppliers to provide qualified product according to our requirements, along with varieties of documentations.
During the fabrication of key equipment, the engineers from Manufacturing Supervision Dept. will present in the production in the entire process. The key process of other equipment will be witnessed in factory. The contract executor will visit the manufacturers to ensure the quality at any time andtimely delivery of the equipment. The documents to be submitted to Owner or design institute will be delivered strictly according to contractual progress.
The EPC contractor will specify the spare parts needed in installation, commissioning and guarantee period in subcontract based on the requirements defined in EPC contract (Exhibit R: Initial Spare Parts, Consumables and Special Tools) regarding spare parts and special tools. The spare parts required by Owner will be supplied separately to ensure the scope of supply complying with the EPC contract’s requirement.
The scope and progress of submitted documents should fully consider the requirements of site, design institute and Owner. Any documents submitted to Owner should be reviewed by contractor beforehand. Equipment documents include qualification documents, manufacturing, completion and equipment training documents, etc.
RUNH site equipment/material team is responsible for the management of site hand-over, inspection, acceptance of equipment and material, and completion of the inspection to the imported equipment and materials with an inspection agency employed by the Owner if any. The inspection agency, inspection procedures, methods and contents shall be agreed by the related Parties.
RUNH site equipment/material team is responsible for the organization of site supervision and inspection.

The materials purchased in the Zambia must be companied with the original quality certification documents and relevant reports. Before using of civil material, subcontractor will be responsible for attaining the sample under the supervision and entrusting the third party for the inspection and test of the material.在赞比亚采购的材料要有材质证明文件和相关报告。土建材料使用前,分包方应在监督下取样,并取得第三方的检验试验。
8.4 Management Team管理团队
The site warehouse management team of RUNH shall be built on the principle of simplification and high efficiency. The personnel quantity will depend mainly on sub-contracting mode and the sub-contractor scope of work on warehouse management. Under the leadership of site manager, site warehouse supervisor will lead the on-site warehouse management team to conduct the work of on-site equipments’ delivery urging, status feedback, receiving, storage, safekeeping and statistical ledger, spare parts & special tools handover, on-site procurement and framing the warehouse management system.

1.All the storage yards must carry out customized management by separate areas according to the requirements, and it should be completed by subcontractor’s storage replaced escrow, and make detailed agreement in the construction subcontract.所有仓储场地均按要求进行分区定置管理,由仓储代保管分包商完成,在施工分包中具体约定。
2.The boiler should be supplied to the construction site directly as soon as the goods arrived(the first batch boiler steel structures should be assembled in the ESP area), the first batch main power house steel structures should be placed in the stack yard after arrival, the generator stator, drum, generator transformer, deaerator and other large equipment should be supplied to the construction site directly after goods arrived.锅炉尽量到货后直供施工现场(首批锅炉钢架在电除尘区域组合),第一批主厂房钢结构到场后放在堆场,发电机定子、汽包、主变、除氧器等大型设备等到货后直供施工现场。
3、The boiler water wall, air ducts,CW pipes and other equipment which need to be assembled should be stored to the assembly ground or construction site after arrival.锅炉水冷壁、烟风道、循环水管等需要组装的,到场后存储至组合场或者施工场地。
4、The arrived equipment which cannot be installed exceed 3 months should be stored at the equipment stack yard as possible according to the goods arrival and site installation progress.根据到货及现场安装进度,超过三个月以上不安装的到场设备,尽可能存储设备堆场。
5、For the arrived goods and materials which are arrived successively, it can use the empty ground which are left in previous period, update the usage status of storage area dynamically.后续到场物资,可使用前期已空余场地,动态更新存储区使用情况.
8.7 Site Material & Equipment Management Procedure现场设备和材料管理流程
Delivery Urge and Status Trace交付督促和状态追踪
Material & equipment delivery urging and status feedback will be carried out by the on-site warehouse management team of contractor.
设备和材料的交付督促和状态反馈将由源和的现场仓储管理团队开展。
In order to facilitate the relevant parties to master latest supply status, arrange and adjust construction activities reasonably, the on-site material management team of contractor shall provide, including but not limit to, the following information, to the relevant parties, i.e. contractor site project department, subcontractor, Owner and consultant.
Arrival, Receiving and Loading/Unloading 到货,接收和装载/卸载
Preparation prior to receiving of material and equipment 设备和材料接收前准备
Contractor will provide the logistics information to subcontractor, the Owner and the consultant in advance. The information includes but not limit to the following: arrival date, goods name, quantity, size and weight, arrival spot, and so on.
Subcontractor will prepare for the receiving and unloading according to the logistics information. The preparation work includes but not limit to: machinery, labors, storage location, temporary facilities for loading/unloading (if required), etc...
After the material and equipment is delivered to site, contractor will organize the subcontractor, Owner and consultant (if required), supplier representative (if available) to co-inspect preliminarily. The inspection will be focused on the name of goods, quantity of packages and quality of appearance as per the pack list.
When there are any unconformities of quantity and quality or incompleteness between actual delivery and packing list, or damaged appearance is found, immediately make record and write details.
The “Receiving Record” shall be filled in and countersigned by attendee after the inspection is finished. Pictures shall be taken and recorded.
“接受报告”将存档及在验收结束后由参加人员联合签名。拍照取证及存档。
Unloading, loading and transportation 卸载,装载及运输
If the goods is delivered to unloading spot by ship, the logistics subcontractor will be responsible for unloading, the construction subcontractor will be responsible for loading and transporting to designated area;
假如货物由船运输至卸货点,物流分包商将负责卸载,施工分包商负责货物装载及运输至指定位置。
If the goods is delivered to unloading spot by truck, the construction subcontractor will be responsible for unloading and transporting to designated area;
如果货物由卡车运输至卸货点,施工分包商负责卸载和运输至指定区域。
Custody of Material and Equipment 设备和材料的妥善保管
The warehousing shall meet the requirement of different goods. As for some special goods, such as hazards goods, the requirement of Owner and local laws and regulations shall be followed.
仓库应该满足不同产品的要求。对于一些特殊材料,如危险产品,需要按照业主的要求和当地的法律法规执行。
Contractor and subcontractor will be altogether responsible for the custody of material and equipment.
源和和分包商应该一起负责设备和材料的安全管理。
Inspection of Unpacking Material and Equipment 设备和材料的开箱检查
Contractor shall notice subcontractor, Owner and consultant, supplier representative in advance about the information of unpacking inspection, such as time, place and name of material & equipment.
Subcontractor will prepare the unpacking tools and provide the labors before inspection.
分包商应该在检查前准备开箱工具和提供人力
Contractor will organize the subcontractor, Owner and consultant, supplier representative (if available) to carry out the unpacking co-inspection. The specialty construction engineer of contractor will joint the co-inspection.
After being unpacked, when there are any unconformities of quantity and quality or incompleteness between actual delivery and packing list, or damaged appearance is found, immediately make record and write details.
The “Unpacking Inspection Record” shall be filled in and countersigned by attendee after the inspection is finished. Pictures shall be taken and recorded.

Requisition and Ex-warehouse Management of Material and Equipment 设备和材料的领用及出库
Contractor and subcontractor will be together responsible for the requisition and ex-warehouse management of material and equipment.
源和和分包商应该一起负责设备和材料的领用及出库管理。
Unacceptable Material & Equipment 不合格的设备和材料管理
Contractor will establish unacceptable material equipment control procedure. Disposal of unacceptable material and equipment shall be conducted strictly according to the procedure.
源和应该建立不合格材料设备控制流程。不合格的设备和材料的处理将严格按照程序执行。
If the material and equipment is rejected during preliminary inspection and unpacking inspection, Nonconforming Product Control Procedure shall be carried out immediately, the Nonconforming Product Control Procedure format will be Submitted for Owner review.
假如设备和材料在初步验收和开箱检查时被拒绝,应该立即执行《不合格品控制程序》。
When the unaccepted materials and equipment are being verified according to Nonconforming Product Control Procedure, the record shall be made and the picture shall be taken as proof. The purchase agent shall be notified timely who shall be responsible to analyze the cause in consultation with manufacturer or supplier and settle the problem after identifying the responsibilities.
Material & Equipment data can be divided into two types. 设备和材料数据应该分为以下两类。
The one is product quality certificate which shall be kept properly by contractor QA/QC department instead of distribution to sub-contractor, and submitted to Owner as as-built documents; the other is instructions, handbook for installation, commissioning, trial and maintenance which shall be distributed to the subcontractor, specialized engineers and Owneraccording to the contact requirement.
Excess / Scrap Material Collection and Disposal Management 多余/作废材料收集和处置管理
Contractor will establish the reclamation procedure, and be responsible for the collection and disposal of construction excess/scrap materials.
源和将建立回收程序,负责对施工多余或作废材料的收集和处理。
Subcontractor will be responsible for the transport the construction excess/scrap materials to designated area. 分包商负责运输施工多余或作废材料至指定地点。
8.8 Entering/Exiting the Field Management of Material & Equipment设备和材料出入现场管理
Material & equipment entrance and exit will be carried out strictly according to the relevant site security regulation.
设备和材料出入现场将按照现场保卫管理规定严格执行。
8.9 Warehouse Fire Protection and Security Management仓库防火和安全管理
Site warehouse fire protection and security will be carried out strictly according to the relevant site fire regulation.

8.10 Procedures and Tables for Material & Equipment Management设备和材料管理的流程和表格
A series of procedures and tables, including but not limit to above-mentioned, will be established by RUNH and its subcontractors to normalize the material & equipment management.

RUNH’s construction management team is mainly responsible for the overall organization, management, supervision and control of the entire construction and commissioning process. The construction and commissioning management organization is composed of experienced professional management and technical personnel. It functions as a working interface to the Owner, consulting company, and keep coordination with Owner. It is an only main body in communication with Owner. It coordinates with the design and the procurement team within the organization and directly takes charge of the management team of the subcontractors.

9.2.1 Contract Requirement 合同要求
RUNH shall, at all times, employ a competent workforce which in the judgment of the Owner shall be sufficient to ensure the completion of the Work within the period.

RUNH may enter into subcontracts for discrete portions of the Work but may not subcontract the entire Work.

RUNH shall be responsible for the acts, omissions or defaults of any Subcontractor, including any nominated Subcontractor, their agents or employees, as if they were the acts, omissions or defaults of RUNH.

The manpower hereunder excluding management personnel from Owner and consulting company consists of the personnel from EPC contractor, subcontractors and suppliers.

According to the experience of similar project and specific situation of one (01) boiler configured with two (02) turbines, main construction and transport machinery as follows will be selected for the project preparation. After confirmation of the construction subcontractor and during the construction period, the following list will be partially adjusted according to the subcontractor’s experience and machinery property, site specific transportation and lifting limitation. Whichever plan will be implemented; provision must be made to ensure to accomplish the construction task of the project with safety and high efficiency.
According to the construction schedule, at least one week before the start of corresponding sub-divisional work, the required machinery and tools must be mobilized to site and put into use.
根据施工进度,至少提前一周启动相应的分区工作,需要的机械设备和工具必须运输至现场投入使用。

9.4.1 Layout Principle 布置原则
9.4.1.1 As per the site specific circumstances and construction schedule requirement, the construction general layout will be planned, arranged and managed integrally by EPC contractor to achieve reasonable layout, efficient usage and meet safety civilized construction requirements to the greatest extent.
9.4.1.2 Construction general layout shall ensure expedite construction road and convenient transportation, avoid repeating handling and reverse transportation
施工总布置应保证施工道路畅通和交通便利,避免二次搬运和颠倒运输。
9.4.1.3 Construction general layout shall be reasonable and in line with working procedure. Attention shall be paid to avoid the interference between the specialized construction processes; joint closely precedent and subsequent work process to facilitate construction management.

9.4.3 Construction Road Arrangement施工道路布局
9.4.3.1 Plant road for construction 电厂内施工道路
This road shall be completed prior to construction to facilitate the construction.
施工道路应该在施工前完成以方便施工
This road in power plant is divided into permanent and temporary.
厂内施工道路分为永久道路和临时道路。
In this way of vailling temporary and permanent road, the permanent access road will be constructed according to official design drawing yet the final top layer of 200mm height shall be temporarily built. The final top 200mm layer will be rebuilt as per formal design drawings after completion of the construction.
9.4.4 Major Construction Machinery Arrangement主要施工机械布置
GENERAL ARRANGEMENT OF MAIN POWER BUILDING
Lifting tackles for steel structure including coal hopers,
汽机房外侧主要用为土建施工,主厂房钢结构1台100T履带式起重机和1台100吨汽车吊吊装。
Two (1) 250T crawler cranes to lift deaerators; winch to emplace the equipment.
除氧器拟采用1台250T履带式起重机合作吊装,用卷扬机拖拉就位。
Two (01) 250T crawler cranes to lift generator transformer.
1台350T履带式起重机也用于主变压器吊装。
Bridge crane to lift equipment located at ground floor of powerhouse
汽机房0米设备用主厂房桥式起重机吊装。
The stator of the generator is combined with two cranes and lifted by a hydraulic lifting device without using a trolley
发电机定子采用2台行车合并,不使用小车情况下,采用液压提升装置吊装。
Each boiler shall be equipped with one (01) FQZ1250/50T tower crane: two such cranes will be placed at the fix side of Boiler 1 respectively; two another at the extension side of Boiler 2 respectively. Each crane shall keep 8m from the boiler for service; 1m or 2m backwards to the boiler rear side referring to the max boiler girder as the centerline. This crane shall be assisting to one (01) 350T crawler crane when lifting boiler steel structure and HRA; equipping one liftingdevice on boiler roof if necessary.
One (01) FQZ1250/50T tower crane shall assist another 250T crawler crane to lift boiler girders
锅炉大板梁拟用一台FQZ1250/50t附着式塔式起重机与一台250t履带式起重机合作吊装。
200T hydraulic unloading truck transports boiler steam drum to boiler ground level; two (02) 200T hydraulic lifting tackles to lift the drum.

Four (04) 200T hydraulic lifting tackles to lift stack inner steel duct.

Two (02) gantry cranes shall be equipped in the assembly yard for equipment assembling.
在设备组合场布置2台20T/42m龙门式起重机,以满足设备组合的各种需求。
In addition, some moveable cranes, such as crawler crane, tire crane or truck crane, will be available for mobile lifting. These cranes will be mainly used for: 1)site transferring and unloading of equipment and material; 2) lifting steel structure and equipment of coal handling system; 3) lifting the bulldozer garage; 4) installation of site-assembly tanks;5) other hoist cooperating.
The dust collector will be lifted after the completion of the main boiler components, using two 50T truck cranes as the main lifting machine.
除尘器在主要锅炉部件完成后开始吊装,采用2台50吨汽车吊做为主要吊装机械
The specific location will be confirmed after the preliminary design.
On-site infrastructure现场基础设施
9.5.1 Construction Temporary Works临时施工工程
RUNH will provide all necessary temporary construction facilities, including, but not limited to, offices, camp accommodation, warehousing and materials storage, temporary services, working, fabrication, assembly and lay-down areas, plant and equipment and will remove them, as directed, on completion of the works.
RUNH will be responsible for all temporary services required by him, both for the camp site and for construction purposes, including water, electricity, sewerage and communication facilities.
源和应该负责所有其需要的临时服务点,为实现现场住宿和施工目的,包括水,电,污水处理和通讯设施。
9.5.2 Energy and Utilities Supply能源和设施供应
General Description 总描述
Three sets of 11kV/400V package transformers for construction. The package transformers shall be configured with a outgoing switch and enough feed breakers, and RUNH shall connect the construction power form the feed breakers.
Construction power source adopts three-phase five line system, level 4 power-supply modes, i.e. level 1 panel: main panel in substation; level 2 panel: distribution panel in different area; level 3 panel: power supply distribution box, including lighting box, electric welding machine control box, etc. Outgoing line of these boxes must be leakage protection switches; level 4 customers.
Contractor and subcontractors will establish special team for construction power supply management respectively, and appoint electrician for the construction power supply management, such as daily inspection and maintenance.
源和和分包商应该分别成立专业的电源管理团队,并指定电工进行日常检查和维护等施工电源供应管理工作。
Prior to commencement of construction, the subcontractor shall submit construction power supply plan to contractor for approval. Subcontractor is allowed to connect the construction power supply from designated 400V interface lead after approval. The subcontractor shall be responsible for electrical facilities under their custody.
The safety management will be carried out as per the electricity safety management regulations. RUNH will carry out the necessary checks in conjunction with the Owner and to ensure safe and efficient distribution for construction.
安全管理将依据用电安全管理规定开展。源和应与业主开展必需的联合检查以确保施工安全和有效配置。
All interfaces about construction power supply relative to Owner shall be coordinated by contractor. The subcontractors shall comply with the Owner and contractor management, including Owner’s daily inspection and correction requirements.
According to the local power supply situation in Zambia, the subcontractor shall prepare the necessary diesel generators to provide construction standby power, and be responsible for management of diesel generating equipment.
根据当地的电源供应情况,分包商应准备必要的柴油发电机作为施工备用电源,并负责对柴油发电设备的管理。
Power supply Metering 供电计量
RUNH shall be charged for the electricity consumed during construction. The tariff for temporary electricity supply will be in accordance with the list price. The metering point shall be at the 11 kV substation source. Each subcontractor will configure and maintenance kilowatt meter respectively.
9.5.2.2 Construction and Domestic Water Supply 施工用水和生活用水
The Owner will provide the connection point for the water source to RUNH.RUNH shall make its own arrangements for an adequate on-site water treatment system, including sufficient on-site reserves to meet construction water needs, if required.
9.5.2.3 Site Rainfall and Sewage Discharge 现场降水和污水排放
According to the actual situation and field arrangement, the drainage channels will be built along the main road at each construction area. The drainage systems at site are connected. The drainage channel will be maintained during construction period to ensure the channel unblocked.
The construction wastewater is sent to wastewater sump and discharge after being treated to acceptable level.
施工废水要排至废水坑,在处理达标后再排放。
For domestic wastewater, cesspool or wastewater sump is build beside the toilet or wastewater source, appointed place by special vehicle to discharge.
对于生活污水,化粪池或污水池建在临近厕所或污水源旁,由专用车辆运输至指定位置进行排放。
9.5.2.4 Construction Gas Supply Plan (Oxygen/Acetylene/Argon/Air) 施工气源计划(氧气/乙炔/氩气/空气)
The gases used in construction mainly include: Oxygen, acetylene, argon, and compressed air.
施工用气主要包括:氧气、乙炔、氩气和压缩空气。

(1) The operation area of oxygen, acetylene and argon for construction can be supplied in a decentralized way, and the gas is directly taken from bottled oxygen and acetylene

(2) The compressed air used in construction should be solved by air compressor in the early stage according to the construction needs
(2)施工用的压缩空气,前期按照施工需要采用空压机就近解决。
9.5.3 Construction Communication Network施工通讯网络
Communication equipment at site includes: fixed telephone, mobile phone and interphone. Build up internal local area network and exchange data with associated parties through professional information management system.
Each subcontractor at site should be provided with a certain number of fixed telephone for contacting and coordination. And the fixed telephone should be connected to local communication network by subcontractors. 现场每个分包商应该提供一定数量的固定电话以便联系和协作。且固定电话应由分包商连接到当地通讯网络。
9.5.3.2 Mobile Communication 移动通讯
Walkie-talkies should be provided by contractor and subcontractor to satisfy the communication requirement in construction and commissioning. As a supplementary tool to ensure smooth communication in construction and technical management, the team leaders and key construction management personnel of contractor and subcontractor should hold mobile phone.
Contractor should set computer LAN system for communication and information transferring by engineers in office. This LAN should be interconnected with subcontractor’s computer network to improve office efficiency. In the meantime the LAN should be connected with local Internet, so that the home office, design institute and equipment vendor is accessible via Internet.
9.6 Construction Method Statements and Instructions主要施工方法陈述和说明
Method Statements of Construction shall be submitted to the Owner at least 1 month prior to the Construction works.
作业方案至少在该项工作开始前1个月提交给业主。
Method Statements of Construction includes the following main contents: scheduling, resources preparation, installation procedures and methods, quality standards, safety measures.
施工方案包括以下主要内容:进度安排、资源准备、安装程序及方法、质量标准、安全措施。
Method Statements of Commissioning (including Commissioning outline) shall be submitted to the Owner at least 3 months prior to the commissioning works.
调试方案(含调试大纲)应该至少在开始这些调试工作前3个月提交给业主审批。
Method Statements of Commissioning includes the following main contents: scheduling, resources preparation, Commissioning procedures and methods, quality requirements and anti-accident measures.

9.7 Site supervision, Inspection and Tests of Construction and Installation现场施工安装监督、检查和测试
9.7.1 General Requirements一般要求
During the inspection and test on site, site equipment/material team will organize to mark and isolate the equipment and material which has some defect, and the construction manager is responsible for the confirmation of the repairing measure for the unqualified equipment, the corrective action for the above stated equipment belongs to the subcontractor’s responsibility. After repairing the defect, the inspection and test will be conducted any more, if necessary, the supplier will participate. If the defect must be repaired in workshop, the procurement manager will contact with and supervise supplier for the repairing for the defect in time. After submission of repairing report, procurement manager will organize the inspection and test any more.
During the erection and commissioning, the unqualified equipment will be marked and isolated by subcontractor, at the same time; subcontractor will fill in “Equipment Defect Report” and submit to procurement management for implementation.
在安装和调试期间,分包方要标识和隔离不合格设备,并填写设备缺陷报告。
The construction will be conducted under the general monitoring of the Owner and his Consultant. Inspectors appointed by RUNH shall enforce a strict compliance with the terms of this Contract and the Specifications. The inspectors will keep a record of the work done, and ensure that the location and other marks are kept in proper order. The decision of the Owner on any question arising from the quality of the material and workmanship, whether the same is or is not in accordance with the Specifications, shall be settled between Owner and RUNH.
No work shall be covered up or put out of view without the approval of the Owner and RUNH shall afford full opportunity for the Owner to examine and measure any work which is about to be covered up or put out of view and to examine foundations before any permanent Works are placed thereon. RUNH shall give due notice to the Owner whenever such work or foundation is or are ready or about to be ready for examination and the Owner without unreasonable delay, unless it considers it unnecessary and advises RUNH accordingly, will attend for the purpose of examining and measuring such work or of examining such foundation.
RUNH shall uncover any part or parts of the Works as the Owner may from time to time direct

Defective work and material shall be rejected by the Owner at any time before the Final Acceptance of the Works. When such work has been condemned, it shall be removed immediately by RUNH and replaced or rebuilt in accordance with the Specification and to the satisfaction of the Owner.
对于业主提出的有缺陷的工程,源和应立即整改,直到其符合业主的要求为止。
The costs of inspections and test required by the Owner or Applicable Law are for the RUNH’s account. Any retesting or reinspection that may be required as a result of poor workmanship or defective materials shall be borne by RUNH.
Failure or neglect on the part of the Owner or any of his Consultant, to condemn or reject bad or inferior work or materials shall not be construed to imply acceptance of the same if such bad or inferior work or materials are not discovered at any time prior to the Final Acceptance of the Works nor relieve RUNH of the responsibility to rectify defective work or material.
9.7.2 Site Inspection and Test of Construction Process现场施工检验和试验
Site inspection and test plan (ITP) of construction shall be prepared and submitted to the Owner for approval. Hold and witness points required by the Owner shall be marked up on the plan. The plan will be divided into eight parts: Boiler, Turbine, Electric, C & I, Paint & Coating, Tube,, Chemical and Civil.
The quality control point consists of witness point (W), hold on Point (H).
质量控制点包括H点和W点。
W- Witness Point, for important working procedures, reach to the inspection conditions, the construction subcontractor shall inform the related witness, the Owner shall be invited to inspect these points at site. If the Owner fails to attend the witness due to various reasons, the construction subcontractor could carry on the next working procedures, and the Owner will accept the inspection results.
H- Hold on Point, for very important working procedures, shall be inspect & accepted by the Owner before carrying on the next working procedures.
H点,是停工待检点,是非常重要的作业程序,在进行下一步前必须有业主参加检查和批准。
This document will be divided into four levels of quality acceptance, the first is subcontractor’s construction Dept. for self-checking , the second is subcontractor’s QA/QC Dept., the third is RUNH, the fourth is Consultant or/and Owner. After subcontractors being determined, RUNH shall require the subcontractors to compile a Program and Procedure of Quality Control procedures as per the requirements of the document herein.
If quality inspection and test is qualified, subcontractor will fill in “Quality Inspection and Acceptance Record” in accordance with the regulated format, at the same time, relevant parties will sign for confirmation.
若检查和试验合格,分包方按照规定的格式填写“质量检查和验收记录”,同时,相关方签字确认。
The plan shall update step by step according to the Design Institute drawings and the technical data of the equipment supplier be reviewed by Owners.
检验和试验计划应根据业主评审的设计院图纸和设备供应商逐步更新。
9.7.3 Tests on Completion完工试验
RUNH shall give to the Owner not less than 21 days' notice of the date after which RUNH will be ready to carry out each of the Tests on Completion.
每次在进行完工试验前,源和不少于21天通知业主。
Following the completion of each of the Tests, RUNH shall submit preliminary test results to Owner within one (1) week and certified test results and report to Owner within one month of the completion of the applicable Performance Test.每次完工试验后,源和应在1周内给业主提交初步试验结果,在性能试验完毕后1个月内提交有证书的试验结果。
Commissioning Management 调试管理
RUNH will submit all necessary testing and commissioning manuals of equipment / sub-systems prior to Pre-commissioning /overall of plant commissioning for enabling Owner to review the prerequisites, start up procedures, sequence of testing/commissioning etc. in accordance with Contract requirement & system requirements as specified by OEM's (Ref: Appendix-1, Clause 10.7 Engineering Services, Point No. f).
RUNH 将根据合同要求和 OEM 规定的系统要求(参考:附录-1,第 10.7 条工程服务,第 f 点),在设备试运行前/设备整体试运行前提交所有必要的设备/子系统测试和试运行手册,以便业主审查先决条件、启动程序、测试/试运行顺序等。
RUNH’s commissioning management team is mainly responsible for the overall organization, management and control of commissioning process. The commissioning management organization is composed of experienced professional management and technical personnel. It functions as a working interface to the Owner, consulting company, and keep coordination with the Owner. Besides, it directly takes charge of the management team of RUNH’s commissioning subcontractors. The above related work shall fulfill the relevant requirements of Appendix-1, Clause No. 10.8, Point No. d & e of the contract.

All tests, such as Pre-commissioning, Commissioning and performance test, should be carried out in accordance with an approved procedure. Unless otherwise approved by the Owner, commissioning procedures including schedules and other details of commissioning checks and procedures shall be submitted to the Owner for approval at least three months in advance of the start of such activities. The above related work shall fulfill the relevant requirements of Appendix-1, Clause No. 10.8, Point No. f of the contract.
The Tests on Completion shall be carried out in the following sequence:

Precommissioning tests, which shall include the appropriate inspections and ("dry" or "cold") functional tests to demonstrate that each item of Plant can safely undertake the next stage;
单体调试试验,包括适当的验收,及(干态或冷态)功能试验以证实电厂的每个项目能安全承担下步工作。
Commissioning tests, which shall include the specified operational tests to demonstrate that the Work or Section can be operated safely and as specified in the Technical Requirements, under all available operating conditions;
调试试验,包括所规定的操作试验以演示工程或区段能按照技术要求规定在所有可能的工况下安全操作。
Reliability Run Test, which is subject to interruptions of up to 24 hours in the aggregate caused by minor effect for which RUNH is responsible, and after such interruption, the Reliability Run Test shall continue, and such Reliability Run Test shall demonstrate that the Work or Section perform reliably, and provided that RUNH shall make up for such hours of interruption so that the total period of time for Reliability Run Test remains the same at 14 days; and
Performance tests shall demonstrate that the Work is capable of meeting the Performance Guarantees. After performance test, PAC will be issued and the work will be handover to Owner for operation.

10.2 Commissioning Procedure调试程序
10.2.1 Commissioning Outline and Approval Process of Commissioning Procedure调试大纲及调试措施审批程序
The commissioning subcontractor shall be responsible for compiling commissioning outline, RUNH shall be responsible for organizing the Owner, design institute, Consultant, construction subcontractor, commissioning subcontractor and major representative from main equipment vendor to conduct review and discussion work, and compile the review meeting minutes. After completing the modification of commissioning outline according to the review meeting minutes, authorized leader from commissioning subcontractor shall sign that outline; after signed by main leader of each unit participated the meeting, and get approval from general director of operation header quarter, then send the outline to each unit for execution.
The construction subcontractor is responsible for compiling the individual equipment commissioning technical proposal or procedure, and submits to contractor for review. After being revised according to the comments, the procedure should be approved by the chief engineer from construction subcontractor, and then sent to each relevant party for execution.
The commissioning subcontractor shall be responsible for the subsystem and integrated start-up commissioning procedure, and submitting the procedure to RUNH for review. RUNH will submit the procedure to the Owner and his Consultant for review and approval and then sending the procedure to relevant party for execution. The compile person will revise the procedure in accordance with the meeting minutes. The chief engineer from commissioning subcontactor shall approve the general commissioning procedure. The important procedure (including auxiliary power, boiler acid cleaning, steam purging, each major integrated start-up commissioning procedure and load-rejection test procedure) should be reviewed by chief engineer from commissioning unit, and the procedure should be approved by general director from operation headquarter. Test procedure relates to power grid should be submitted to Power Grid Company for approval by contractor or the Owner, and then to be sent to each relative unit for execution.
10.2.2 Implementation Procedure for Commissioning Work调试工作实施程序
1) Individual System Commissioning Procedure单体试运程序
The construction unit should organize relative personnel to complete primary element check of operation equipment and system, individual commissioning and combine transmission of valve, damper and switches etc. in accordance with the interlock protection set value list provided by contractor, and the construction unit should provide the item list which equipped inspection condition to commissioning unit.
The commissioning unit should complete the DCS system configuration inspection according to the technical data provided by contractor, and complete alarming, interlock protection fixed value setting inspection in accordance with interlock protection set value list provided by contactor, and take part in the inspection of individual equipment operation condition, coordinate to complete relative alarm and interlock protection logic transmission work.
Before start of first time commissioning of individual system, the construction unit should provide individual equipment commissioning condition inspection sheet, and organize the consultant unit, commissioning unit, operation unit, the Owner and contractor to carry out inspection and confirmation and signing for the commissioning condition.
The manufacture representative of important equipment should be at site when first time start-up.
重要设备首次启动制造厂家代表应在场。
The construction unit is responsible for organize and command the operation personnel to operate in central control room, complete individual system commissioning according to specification, and make commissioning record. The individual system commissioning must be operated in central control room, and relative protection should be put into operation.
After completion of individual system commissioning, the construction unit should fill in the individual system commissioning quality inspection sheet, RUNH to organize the construction unit, commissioning unit, the Owner, and operation unit to complete 5-party inspection and signing.
The commissioning unit is responsible for the check of each test point, valves, damper, switch and interlock protection logic transmission of commissioning system, the construction unit must complete the coordination work of power, gas source supply, wire disconnection and recovery, signal adding etc. for the transmission equipment when doing the transmission check work.
Before start the sub-system first time commissioning, the commissioning unit should complete the technical and safety disclosure for commissioning procedure, and make record.
分系统首次试运开始前,调试单位应完成调试措施的技术及安全交底,并做好交底记录。
Before start of first time commissioning for sub-system, the commissioning unit should provide the sub-system commissioning inspection sheet, and organize the consultant, construction unit, operation unit, the Owner and contractor to check and confirm the commissioning condition and sign document.
The commissioning unit is responsible for direct the operation personnel to complete the status inspection, operation and regulation of commissioning system, and make commissioning record.
调试单位负责指挥运行人员完成试运系统的状态检查、运行操作和调整,做好试运记录。
After complete sub-system commissioning, the commissioning unit is responsible for fill in the sub-system commissioning quality inspection sheet, RUNH will organize the commissioning unit, construction unit, consultant and operation unit to complete 5 party combine inspections and sign document.
Construction unit shall manage the custody procedure of equipment or system.
设备或系统代保管手续由施工单位负责办理。
After complete the sub-system commissioning, the power plant operation personnel should carry out the normal start-up/shut-down operation of equipment and system according to operation specification and conform to commissioning engineer’s instruction.
Under the leadership of operation headquarter, the commissioning manager from contractor is responsible for organize the Owner, consultant, design institute, construction unit, commissioning unit and operation unit the carry out comprehensive inspection before integrated start-up for commissioning condition.
The operation headquarter will apply for convene first time meeting to start-up inspection committee, to check and confirm the integrated start-up condition, and execute the order of start-up inspection committee.
试运指挥部向启动验收委员会申请召开首次会议,对整套启动条件进行审查和确认,作出启委会决议。
The commissioning unit is responsible for provide the inspection sheet of integrated start-up commissioning condition, and organize the consultant, construction unit, commissioning unit, Owner, operation unit and contractor to carry out inspection and confirm and sign document, then report to the operation headquarter for approval.
After the integrated start-up commissioning procedure compiled by commissioning unit approved by general director of operation headquarter, RUNH or the Owner will apply to power grid dispatching department, after approved by power grid dispatching department, the integrated start-up commissioning group is responsible for organize and direct each relative unit to implement integrated start-up commissioning and test according to integrated start-up plan and commissioning procedure.
After complete all inspection items about on-load and no-load integrated start-up commissioning, the commissioning unit will provide the inspection sheet which can confirm the unit can enter into 30 days reliable running condition, the commissioning unit, construction unit, consultant, operation unit, the Owner and RUNH to inspect and sign document, and then submit to general director of operation headquarter for approval. RUNH or Owner is responsible for put application for the unit enter into 30 days reliable running to power grid dispatching department, after agreed by power grid dispatching department, the unit can enter into 30 days reliable running.
Before complete the 30 days reliable running, the commissioning unit will provide the full-load commissioning complete inspection sheet, each party to confirm and sign, and then submit the sheet to general director of operation headquarter for approval, then the general director will declare the completion of 30 days reliable running, the unit transfer to operation unit. RUNH or the Owner will report to power grid dispatching department.
The commissioning unit is responsible for provide no-load, on-load and full-load commissioning quality inspection sheet of unit integrated start-up commissioning, RUNH will organize commissioning unit, construction unit, consultant, operation unit and Owner to complete signing in corresponding period.
The commissioning unit is responsible for complete fill in the commissioning quality evaluation sheet, RUNH organize the Owner, operation unit, consultant, construction unit and commissioning unit to complete commissioning quality evaluation sheet and sign document.
10.2.3 Examination and Approval Procedure for Protection Set Value Modification of C&I and Electrical热工和电气保护定值修改审批程序
Before sub-system commissioning, RUNH is responsible for provide unit C&I and electric protection set value, RUNH is responsible for organize engineer from design institute, operation unit, commissioning unit, construction unit and consultant, to carry out a comprehensive review, discussion and modification. RUNH will send the confirmed protection value to construction and commissioning unit in formal document form.
During commissioning period, if the C&I and electric protection value need to be modified, approval procedure should be performed. The unit who wants to modify set value should submit application and explain modification reason, after approved by contractor, and then the modification can be performed.
10.2.4 Approval Procedure of DCS Logic Scheme Modification DCS逻辑方案修改审批程序
Before unit sub-system commissioning, the Owner is responsible for organize design institute, commissioning unit, operation unit, DCS equipment manufacturer to conduct a meeting to review the DCS logic scheme, the meeting result will be formed formal logic scheme after signed by authorized leader from the Owner, the DCS configuration should be completed the modification of DCS logic configuration according to the formal logic scheme before sub-system commissioning. During commissioning process, to modify the above formal logic scheme, approval procedure should be performed. The unit who propose to modify logic should submit the modification suggestion, and contractor to organize design institute, commissioning unit, operation unit, DCS equipment manufacturer such relative units to conduct discussion, and form logic modification notice according to discussion result, after combine signed by participant and submit to Owner for approval, the logic modification notice should be approved by commissioning unit then to be executed.
10.2.5 Temporary Bypass Approval Procedure for C&I and Electric Protection
热工和电气保护临时退出审批程序
During unit commissioning period, if temporary quit of C&I and electric protection is required, approval procedure must be performed. First, the professional engineer should propose protection quit application, after proper risk assessment and duly identifying precautionary measures to be taken, fill in protection temporary quit approval sheet, after reviewed by commissioning major principal, and approved by commissioning director, then one C&I or electric engineer to operate and one engineer to supervise the action, and inform the on duty shift leader of operation unit. During protection quit period, keep a close watch to the operation condition, when reach the protective action value, take measure manually immediately. After the equipment or system become normal, and approved by commissioning manager, recover the input protection action, and make record on the approval sheet, and inform the on duty shift leader at the same time.
10.2.6 Defect Elimination Management Procedure during Commissioning
试运中消缺管理程序
The defect elimination management procedure is only suitable for unit sub-system and integrated start-up commissioning period, the defect elimination management during individual system commissioning period will be solved by the construction unit itself. The defect elimination management procedure is suitable to all participation units, including service personnel from equipment manufacture.
During commissioning period, to do any defect elimination work or erection remaining work relate to commissioning work, the work permission ticket must be managed first, after signed by work approver, then the work can be started.
The work permission ticket during commissioning period should specially add the signature block for the commissioning manager, so as to make proper arrangement for the defect elimination time.
机组试运期间的工作票应单独增加调总签字栏,以对消缺时间作出合理安排。
The approver of work permission ticket should be the on duty shift leader of operation unit, the issuer, work principal and supervision people in work permission ticket should be the person who is qualified in defect elimination unit.
Each level of assessing officer for Hot Work Permit should be acted by the appointed person from construction unit and operation unit.
动火工作票中的各级审批人员由施工单位和运行指定的人员担任。
The work permission ticket approver, issuer, principal, Hot Work Permit issuer and each level approval personnel list should be recorded in the operation shift leader, other people out of the list has no power to manage work permission ticket and Hot Work Permit.
Responsibility and safety responsibility of each level signing personnel for work permission ticket and Hot Work Permit should be executed according to Safety Work Regulation and Fire Fighting Regulation.
工作票和动火工作票各级签字人员的职责和安全责任按照有关《安全工作规程》和《消防规程》执行。
Defect elimination or work of representative from equipment manufacturer must be approved by work connection personnel and assisted by work connection unit personnel to manage work permission ticket.
设备制造厂家服务人员消缺或工作,必须通过工作联系单位人员同意,并由工作联系单位人员协助办理工作票。
10.2.7 Checking and Tests Prior to Commissioning 调试前的检查和试验
RUNH will complete and sign a detailed check sheet for each item of the plant and these check sheets are required to be available for approval prior to energisation.
源和应该对电厂每个项目完成和签订一个详细的检查表,这些检查表需要在受电前得到批准。
Pre-commissioning Test单体调试试验
The Pre-commissioning Test continues throughout the erection of an item of plant and comprises a series of staged inspections and tests carried out in accordance with the relevant section of each Contract Document,and duly in compliance with OEM recommendations/guidelines.
根据合同文件规定,单体调试持续贯穿于电厂某个设备的整个安装过程。

Commissioning Test 调试试验
After construction and completion of the pre-commissioning test, the commissioning test can start.

Commissioning Test will start from power receiving and continue until all agreed testing has been completed to the satisfaction of the parties concerned.
调试试验从受电开始持续到完成所有相关试验且获得相关方满意。
Commissioning Test is divided into the following stages.

This stage includes the operation of individual items of equipment for the first time, after all pre-energising checks including sequence checking and testing of the electrical and control system are completed, to determine if the installation is satisfactory and will function as required without damage.
(b) Loop Test/Individual System Operation 回路检查/单系统操作
Following the satisfactory initial operation of individual sections of equipment, certain items will be integrated into the complete individual system.

This stage includes the operation of each system, such as cooling water system, ventilation system and sequential start-up and shutdown of systems.

(c) Integrated System Operation 整套系统操作
When the loop test of each system is completed satisfactorily, each system will be integrated into the complete plant system.

Initial boiler test firing, initial steam admission test and initial synchronization are included in this stage.

(d) Final Commissioning 最终调试
During this period up to the commencement of the Reliability Run, all systems shall be checked and adjusted under various modes of operation and loading configurations.从这个阶段到可靠性运行开始,所有的系统应该用各种模式和负荷配置来进行检验和调整。
10.3 Reliability Run可靠性运行
After RUNH has notified the Owner and the Owner is satisfied that the plant is ready for commercial service, the plant with all its auxiliaries is required to operate under the normal working conditions of the Station within the limits of output specified and either continuously or intermittently without major failure or interruption for a period of 30 days (720 hours).
Should any major failure or interruption occur in any portion of the plant due to, or arising from, faulty design, materials, workmanship or omissions or incorrect erection, sufficient to prevent safe and full commercial use of the plant, the reliability run shall be considered void and the reliability test period of 30 days shall recommence after RUNH has remedied the cause of defect.
Following the Reliability Run, performance tests for the unit shall be conducted by RUNH to verify the guaranteed or specified values of the equipment in accordance with the contract requirements. For tests requiring load variations and tripping, no manual or remote adjustment shall be permitted. The controls shall function adequately, maintaining all design parameters.
RUNH must inform the Owner, well in advance of any test, so that arrangements for his attendance to witness the test can be made.

The performance test at 100% Rated Output shall be organized and conducted by RUNH in order to verify the guaranteed values as stipulated in the relevant Set of Requirements and the records shall be read and signed by the Owner and RUNH. 为了证实性能保证值与相关要求书规定的一致,源和应该组织和开展100%额定输出的性能试验,业主和源和将读取记录及签字。
RUNH must notify the Owner, in writing, fifteen (15) days before the test date. The test date must be approved by the Owner. Before the test, RUNH must send to the Owner all the correction curves for each instrument to be used in the test including the calibration curves of the orifice plates or nozzles to be used in flow measurement.
The test at 100%Rated Output shall be conducted for the duration required under the ASME Performance Test Codes (Latest Edition).

During the tests, all drains and vents of the boiler and turbine cycle shall remain closed. Sootblowers shall not be operated. The fuel feeding condition shall be similar at the start and finish of the test.
Before and after the tests, the level in the condensate tank, the deaerator tank, the condenser hotwell and the boiler drum shall be noted to determine the make-up (or loss) or water in the system.
Following the successful Performance Tests, which have been carried out in accordance with provisions stipulated, i.e. all the guaranteed values as stipulated in the Contract have been met; the Provisional Acceptance Certificate will be issued to RUNH.
