1. Overview  1. 概述

1.1 This Chapter describes the contingency arrangements, administrative procedures and allowances in situations of Typhoon Signal No. 8 or above, Rainstorms and Extreme Conditions in Hong Kong.

1.2 Security at the Hong Kong International Airport must be maintained during adverse weather conditions, and that all operational staff will have to perform their functions as required by the Company. Special arrangements will be implemented to ensure there are sufficient staff on duty to maintain operational efficiency. Arrangements will also be made to ensure nonessential staff are released from duty.

1.3 In general, Civilian staff are not required to report for duty when Typhoon Signal No. 8 or above, Black Rainstorm Warning or Extreme Conditions is in force. They will be allowed to go off duty when Typhoon Signal No. 8 is hoisted. However, staff will be required to remain on duty until their normal off duty time should Black Rainstorm Warning or Extreme Conditions is issued during normal working hours.

1.4 Unless instructed otherwise, when a Typhoon Signal No. 8 or above, Black Rainstorm Warning or Extreme Conditions is cancelled during normal working hours, all Civilian staff should return to work within two hours after the cancellation. However, if this occurs after 1400 hours on a normal working day, staff are not required to report for duty.

2. Typhoon Arrangement for Non-operational Stream

2.1 Staff in Non-operational Stream (including Civilian staff attached to Operational Divisions and the Operational staff deployed to Nonoperational Stream) with no operational commitment should be released within two hours from the time Typhoon Signal No. 8 or above will be hoisted as announced by the Hong Kong Observatory. No time-off will be deducted.

2.3 The Permit Office Manager should approach AED (OPS I Support) for liaison with the Airport Authority for arrangements to release staff.

3. Typhoon Arrangement for Operational Stream

3.1 IAC will inform divisions when the Typhoon Signal No. 8 or above or Extreme Conditions or the Black Rainstorm Warning is imminent. At this time, Divisional Managers should:

(d) review staff arrangements to facilitate the return to normal operations as soon as possible after the Typhoon Signal No. 8 or Extreme Conditions or Black Rainstorm Warning is cancelled. However, staff should not be kept on duty for extended periods. The aim is to ensure that adequate fresh staff return to duty when the workload increases; and

3.2 Where staff report for duty early in order to meet operational requirements, those already on duty should be allowed to leave as soon as possible.

3.3 Specific Operational Procedures ‘Typhoon Contingency Centre’ & ‘Embattle’ for Typhoon situations are at Appendix I & II. The procedures will be prepared and updated by Operation Divisions from time to time.

4. Transportation Arrangements during Typhoons

4.1 The officer-in-charge of the Transport Unit of Administration Division should:

4.2 The officer-in-charge of the Transport Unit shall arrange shuttle bus services between the pick-up / drop-off point in Tung Chung Station Bus Terminus (near Discovery Bay Bus Stop) as indicated in APPENDIX III and HQ / PTB with frequency to be adjusted according to the prevailing public transport and traffic conditions as follows: .

5. Safety of Staff

5.1 Operational staff performing outdoor duties during the situations under this chapter are to be equipped with protective equipment such as helmets and boots.

5.2 Staff who are required to work under this chapter are covered by relevant insurance policy in accordance with the Employees’ Compensation Ordinance. Any injury incurred when he is travelling from his place of residence to his place of work by a direct route within a period of four hours before the time of commencement of his working hours for that day, or from his place of work to his place of residence within a period of four hours after the time of cessation of his working hours for that day, when Typhoon Signal No. 8 or higher or a Red or Black Rainstorm Warning Signal is in force, or within the period during which “extreme conditions” announcement exist will also be covered.

5.3 All staff should take care of their own safety and assess personally and prudently should they return home during the situations under this chapter taking into consideration the weather condition and other relevant factors.

6. Allowances and Time-off for Duty During Typhoons (IAM Chapter 9)

6.1 Operational Staff on duty during typhoons are entitled to Typhoon Allowances for the period when Typhoon Signal No. 8 or above is in force.

6.2 SOs and SSs who are required to standby in the airport outside their scheduled duty time for urgent deployment may be granted ‘Standby Allowance’.

6.3 Civilian Staff in Section 2.2 who are required to perform essential duties to prepare for or during Typhoon Signal No. 8 or above, ‘Typhoon Overtime Allowance’ will be granted.

7. Authorised Absence During or After Typhoons

7.1 Where managers have released staff or directed them to remain at home and not to report for duty on the approach of or during typhoons, such periods of absence shall be treated as authorized absence, and shall not affect leave, time off balance or salary of the staff so released or directed to stay home. Their Good Attendance Bonus (GAB) will also be unaffected. Managers should take into consideration the circumstances of individual cases and all relevant factors before deciding which staff is to be released or directed to remain at home.

7.2 When staff are requested to perform duty continuously for two or more shifts during typhoons, consideration shall be given to grant ‘Authorized Absence’ on the following day subject to respective AED’s approval. Leave, time off balance, salary and Good Attendance Bonus of the staff should not be deducted.

8. Reporting on Duty During or After Typhoons

8.1 Staff living in areas where public transport are still available should make every effort to report on duty according to their scheduled duty time on condition that their personal safety is not at risk.

8.2 In areas where public transport services have been suspended, staff should endeavor to report on duty within two hours upon resumption of the public transportation services. In the event of a staff exceeding this time limit, managers should review individual case merit and grant ‘Authorized Absence’ in appropriate cases with respective AED’s approval. Should there be no justifiable reasons, the staff concerned will be required to perform additional duty on an agreed schedule to cover the exceeded limit.

8.3 The administration of Taxi Allowance for all staff as a result of serious disruption to major transportation networks rendering it impossible to travel to work using the normal and reasonable means of transport is detailed at IAM Chapter 29.

9. Other Eventualities  9. 其他可能性

9.1 In addition to Typhoon situation, any sudden influx of passengers arising from unforeseen circumstances such as serious road traffic disruption could result in passenger congestion and knock-on effect for normal airport operations. In response, a company level effort to mobilize sufficient officers, including back office staff is required by way of a response.

1.1 A Typhoon Contingency Centre (Tel.: 2286-7641) will be established during typhoons as follows:

(a) AED (Ops I) / AED (Ops II) will assign staff to set up a Typhoon Contingency Center as soon as possible at 5 SO22 on Level 5 to coordinate manpower deployment of all Divisions and answer enquiries.

1.3 All operational divisions are to report actual staff attendance against manpower strength to the Contingency Centre. The schematic work flow chart of the Typhoon Contingency Centre (TCC) is attached at Annex I to Appendix I.

1.4 The Typhoon Contingency Centre will assess whether the next shift is required based on operational requirements and the weather forecast. Staff required to report on duty during a Typhoon Signal No. 8 or Black Rainstorm Warning, should be given two hours’ notice.

1.5 Staff on duty are required to remain at their posts until they are relieved. Those who are not on duty should also contact their respective Divisional Command Post as soon as possible to enquire whether there is any change to the scheduled roster or duty arrangements.

1.6 Once staff of the oncoming shift has reported on duty, they should be deployed to relieve the on duty shift as soon as possible.

1.7 During typhoon periods, roster arrangements and hours of duty are subject to change to cope with the needs arising from unforeseeable contingencies. All staff are expected to observe and abide by such arrangements.

1.8 When public transport is to be suspended, staff who are scheduled for duty should consider returning early to avoid being late for or even absent from duty.

1.9 When returning to duty, staff who expect that they would be late for duty due to adverse traffic conditions should report to their respective Command Post by phone as soon as practicable.

1.10 To ensure staff can be contacted for duty arrangements during typhoon periods, it is essential that staff inform AVSECO of any change in their contact details in accordance with Section 5.4 in Chapter 2 of the Internal Administration Manual.

    1.1 Upon ED’s endorsement for the initiation of the ‘mobilization plan’ High Level Command Centre (HLCC) will be established to prepare and coordinate sufficient manpower which can ensure AVSECO services can operate smoothly at HKIA, in particular for terminal operations.

High Level Command Centre (HLCC) Level I

1.3 Level I will be triggered if it is anticipated that a large number of passengers will continue to arrive at the airport well in advance of and during peak hours when the Airport is already very busy.

1.4 Exceptional scenarios may occur that leading to an expected and significant increase in volume of passengers occurs. A Company-level effort will therefore be required from cross departmental resources.

(a) ‘AVSECO Contingency Cadre (ACC)’ will be formed to provide additional manpower to supplement and/or cater for any other incidents as directed by AVSECO senior management or HLCC.

2.1 It is foreseeable that passengers will arrive early at the HKIA to board their flights in the early morning. The resulting increase in passenger volume will exert significant pressure on access control and screening channels, being particularly high on ‘A’ shift at and around the departure halls.

2.2 Overnight ‘Standby Duty’ by the incoming ’ A A AA ’ shift will be required to ensure sufficient manpower is available to cover peak periods during this shift.

(e) The ‘Standby’ period will be effective from 0001 hrs or the time subsequent to that time the staff enter the overnight accommodation venue and this will be treated as ‘Standby Duty’. The records will be maintained accordingly by Command Posts (CPs) from respective divisions ;

(g) Standby Allowance is provided for staff performing ‘Standby Duty’ that is specified in IAM chapter 9 ‘Standby Allowance’.

3. Collective Pick-Up  3. 集體取貨

3.1 In order to ensure as many operational staff as possible who are scheduled for A shift duty are available, a ‘Collective Pick-Up’ will be arranged to convey operational duties to the HKIA from major residential centres.

3.2 The ‘Collective Pick-up’ may be extended to include other time periods when circumstances warrant.

(a) CPs to make enquiry and confirm whether their officers will make use of the pick-up shuttle bus at least 6 hours in advance before the bus departing H Q H Q HQH Q;

(b) M M quadM\quad \mathrm{M} ADM will arrange contractor to provide the shuttle buses for the designated two routes between 0300 hrs and 0500 hrs ;

© M ADM will arrange the two shuttle buses to proceed to AVSECO HQ to collect the two ‘Jockeys’ travel continuously along the respective designated routes beginning at 0200 hrs ;

(d) Two SSs ( 1 from TAD, 1 from PSD/BSD) to ride the buses as ‘Jockeys’ respectively ;

(e) Ops 1 HQ will provide Telo to the ‘Jockeys’ for communication ;

(f) Respective ‘Jockeys’ will make proper records to show the UI of officers boarding the shuttle buses and inform HLCC when the shuttle bus commence operation; and

(g) Respective ‘Jockeys’ will maintain close contact with HLCC to outline any latest developments by using Telo. In case of any emergency or assistance required, HLCC and IAC is to be immediately informed.

4. AVSECO Contingency Cadre (ACC)

4.1 ACC will be drawn from different divisions including Ops 1 HQ , Ops 2, Human Resources Division & Academy and Standards Division. ACC is consist of a total of 36 members (Annex III to Appendix II), divided into two teams and will be turned out on a 12 hours shift basis as required under a roster system.

4.3 ACC will provide reinforcement and support duties to other operation divisions. As a general principle, an ACC member of staff should work alongside an operation officer. The officer-in-charge of the respective operation division will assign suitable tasks to ACC members deployed to them subject to their relevant experience and knowledge.
